High-standard farmland construction projects are an important measure to consolidate China’s grain production,ensure food security,improve the quality of arable land and farmers’ own interests,as well as a driving force to speed up and deepen the green transformation of agriculture,promote large-scale agricultural operations and continuously improve the rural ecological environment.Since the 20 th Party Congress,China has made groundbreaking achievements in high-standard farmland construction projects by strengthening arable land protection,improving water conservancy facilities and promoting land conservation projects,achieving both quantitative and qualitative improvements.By the end of 2022,a total of 1 billion mu of high-standard farmland will have been built across the country,stabilising grain production capacity at over 1 trillion kg and effectively guaranteeing national food security.The construction of high-standard cotton fields is an important way to improve the quality of cotton land,increase cotton yields,promote a virtuous cycle of agricultural ecology and sustainable development and accelerate the construction of new rural areas.The Xinjiang Construction Corps launched the implementation of high-standard cotton field construction in 2011,and in 2022,the Corps built 1.737 million mu of new high-standard farmland,and has built a total of 13.77 million mu of high-standard farmland to help boost the stable improvement of grain production capacity.As of 2022,the Corps has implemented 193 high-standard farmland construction projects in various corps of the First Division,with a total construction scale of 204,713.85 hm2.2.46 million mu of cotton were sown in the First Division in2022,with a total cotton output of 430,000 tons and a cotton yield of 168.8 kg.In recent years,the national policy also vigorously promote the construction of high-standard cotton fields,but by external objective factors such as restrictions,high-standard cotton fields to promote a little weak,in the project implementation process,there is the phenomenon of staff participation in the will and actual behavior does not match,that is,"the will and behavior of deviation".So,the corps of workers involved in the construction of high-standard cotton field will and behavior of the degree of deviation? What are the factors that lead to a situation where workers’ intentions and behaviour are at odds? These questions can be answered and explained in order to actively promote the quality and process of the Corps’ high-standard cotton field construction project and to ensure the production of high-quality cotton and the safety of the cotton industry.Based on this,this paper takes cotton cultivation in the First Division of the Xinjiang Production and Construction Corps as an example to analyse the influencing factors that affect the willingness and behaviour of cotton cultivation workers in the process of participating in high-standard cotton field construction projects.Based on field research and interviews with 500 cotton farmers(workers)in the main cotton growing area of the First Division of the Xinjiang Production and Construction Corps,this study constructs a binary logistic regression model based on the theory of planned behaviour,and a mediating effect test analysis to test the influencing factors on the willingness and behaviour of workers to participate in the construction of high-standard cotton fields in the process.Taking 500 workers in the first division as the main research object,four core variables,namely workers’ own endowment,external condition constraints,social norms and social resources,as well as control variables,such as workers’ personal characteristics(personal cognitive level,political identity)and household production characteristics(years of cultivation,cultivation scale),were selected to construct a theoretical framework for the paradox of workers’ willingness and behaviour to participate in the construction of high-standard cotton fields,in order to explore the influence of each influencing factor on the internal logic of the influence of each influencing factor on employees’ participation in the construction of high-standard cotton fields.The main findings of the study are:(1)There is a paradox of willingness and behaviour in the process of employee participation in the construction of high-standard cotton fields.Through field research and interviews,according to the data collected from the research questionnaires,46.93% of the workers showed "high willingness and high behaviour" or "low willingness and low behaviour",i.e.the consistency of willingness and behaviour;53.07% of the workers showed the difference between willingness and behaviour.In this paper,48.41% of the workers with "high willingness and low behavior" are mainly studied,which means that there is a mismatch between the willingness and behavior of the workers in the process of participating in the high-standard cotton field construction project,i.e.there is a discrepancy between the willingness and behavior of the workers.(2)Workers’ own endowments,external constraints,social norms and social resources all have significant effects on their willingness and behaviour to participate in the construction of high-standard cotton fields.Among them,the health condition of workers,the income of workers’ families,the number of effective labourer in workers’ families,the availability of relevant subsidy policies,the availability of major channels to obtain project information,the availability of penalties after the implementation of the project,the number of permanent visitors,the age of workers and social relationship constraints have no significant influence on workers’ willingness to participate in high-standard cotton field construction projects,but have a significant positive influence on their participation behaviour;during the implementation of the project The presence or absence of inspection and supervision and the presence or absence of imperative norms before the implementation of the project had a significant negative influence on the willingness of workers to participate in the high-standard cotton field construction project and a significant positive influence on their participation behaviour;individual norms had a positive influence on the willingness and actual behaviour of workers to participate in the high-standard cotton field construction project.(3)Workers’ own endowments,external constraints,social norms and social resources have significant effects on whether workers’ willingness to participate in the construction of high-standard cotton fields is contrary to their behaviour.Among them,factors such as workers’ health status,workers’ age,family income,effective labour force,social relationship constraints,the presence of commanding norms,the presence of inspection and supervision,the presence of punishment,and the number of permanent visitors all have significant negative effects on whether workers’ willingness to participate in the construction of high-standard cotton fields is deviant from their behaviour;at the same time,factors such as the presence of relevant subsidy policies and the availability of major channels to obtain project information have significant negative effects on whether workers’ willingness to participate in the construction of high-standard cotton fields is deviant from their behaviour.At the same time,factors such as the availability of relevant subsidy policies and access to project information have a significant positive influence on whether workers’ willingness to participate in the construction of high-standard cotton fields is deviant or not.(4)The basic situation of the workers’ company(village)had no significant effect on their willingness and behaviour to participate in the construction of high-standard cotton fields;the number of people who could borrow money,the number of company cadres or government personnel they knew,whether they joined agricultural-related organizations and all control variables failed the significance test.This paper confirms through research that there is a practical situation in which the willingness and behaviour of workers in the first division of the Corps are at odds with each other in the process of participating in high-standard cotton field construction projects,and combined with the selected influencing factors that affect whether willingness and behaviour are at odds,based on the above findings,the following countermeasures are recommended to be taken to accelerate the implementation of high-standard cotton field construction projects in the project areas: continuously increase the publicity and popularization of the project,promote the participation of workers The project will be transformed into actual behaviour,giving full play to the advantages of the project and enhancing the overall productivity and income of workers;promote the construction of agricultural groups and organizations to guide workers to continuously broaden their social networks and facilitate the accumulation of their personal endowments;effectively strengthen the exchange and cooperation of farmers,enhance workers’ understanding of the new policies and advantages of the project,promote information sharing and integration among workers and continuously accumulate social resources for primary workers;formulate reasonable and effective social norms and improve the safety inspection supervision and punishment mechanism for the whole industry chain of cotton production.The following recommendations are made to promote the participation of Corps workers in the construction of high-standard cotton fields to unify their willingness to participate with their actual behaviour.Promote the development of project market resources,innovative agricultural green and sustainable development concepts,and reduce the limitations of external conditions.
