In the international public attention and intense debate, the commercialization of agricultural genetically modified technology is still in the acceleration rate, the impact of genetically modified technology for agricultural development gradually deepened. This also urged our government departments at all levels to formulate and revise agricultural genetically modified technology management policies more carefully. In accordance with promotion of the road map of the development of agricultural transgenic technology-- "by the non-edible, edible indirectly to the consumption of", China implemented a policy of agricultural genetically modified commercial application of technological achievements of independent research and development, and thus promoted the application process for domestic agricultural genetically modified technology, with the exception of papaya in addition to the basic promotion stage indirect use. It has been ten years since the promotion of application of transgenic papaya technological achievements. The papaya has become the only direct commercial production for consumption of agricultural genetically modified crops which has been implemented in large-scale.This paper puts the diffusion path and impact of technical factors of agricultural genetically modified technology, with commercial applications of 10-year-old GM papaya technology in Guangdong province as a case to explore the laws of diffusion for agricultural GM technology, so as to provide a scientific basis for government to develop an effective system of management policies.In this paper, according to the general procedure of agricultural GM technology, the author first explored the mode of action by researching the existing management policy system for transgenic papaya technology at the research stage and promoting the process, and then evaluate the results; secondly the author used the tracking survey data from papaya growers to analyze factors of diffusion and their impact of application in the production stage; drawing on technological development and the policy implications of agricultural genetically modified in favor of the international community on the development of agricultural GM technology and proposed related management policies. The result shows that although the existing management system is relatively sound policy, the effects for the diffusion of GM technology are still weak. The impact of diffusion for management policies of agricultural genetically modified papaya technology plays a major role in the breadth of information and the promotion of transparency in application of transgenic papaya in the sample region. In the production process, the main influential factors for diffusion of GM technology are internal ones, including age and education level of households, non-agricultural employment in rural households, and significant factors of adjustments on technology diffusion. The second factors are external ones, including sources of information and the promotion of transgenic papaya technology; the third are the market environment factors, which are the key factors directly determine the diffusion of GM technology in the sample region.Based on research results the author put forward the following suggestions: in R & D areas, the R&D companies focus on co-researching and developing of conventional varieties and genetically modified varieties to provide a safe and suitable agricultural GM varieties of market demand, meanwhile, the R&D companies mainly focus on the participation of technology promotion aspects. In technology promotion area, countries should strengthen agricultural extension innovative services to ensure technology diffusion in the process of transgenic papaya technology diffusion to make body benefit from planting; in technological policy management area, commercial Vigilance and prevention mechanism of transgenic papaya technology must be established to increase the transparency of information technology in commercial applications and to improve public popularization and awareness of transgenic papaya technology.
