| Facility agriculture land is a special type of land derived from the development of modern agriculture,mainly serving agricultural production and supporting agricultural production.It is one of the essential elements to ensure the development of facility agriculture and large-scale agriculture.Facility agriculture is aimed at land intensification and efficient production,and has been a key national support project in recent years;Scale agriculture is an important trend in the development of modern agriculture,and both have played a very important role in promoting farmers’ income,enhancing the competitiveness of agricultural industries,and achieving modernization of agriculture and rural areas.In recent years,the country and local governments have gradually introduced a series of relevant policies in promoting the management of facility agricultural land.However,there are currently some deviations in the implementation of policies,which can affect the overall agricultural production efficiency.This thesis examines the overview and implementation of facility agricultural land policies in research areas,providing new ideas for promoting the upgrading of facility agricultural land policies.This thesis distinguishes and analyzes the concepts of "facility agriculture" and "facility agriculture land" by reviewing the relevant research progress of facility agriculture land at home and abroad.Using the classic Smith policy execution model as an analytical tool,assisted by land resource allocation theory,land sustainable development theory,and agricultural location theory,this study uses literature analysis,questionnaire surveys,interviews,and other methods to analyze the current implementation status of facility agriculture land policies.The implementation status of facility agriculture land policies is analyzed from four levels: policy itself,execution subjects,target groups,and policy environment,And the deviations and reasons that occur,and propose targeted optimization paths.First of all,it analyzes the basic situation of the implementation of the current facility agricultural land policy in Mount Huangshan District,including four aspects: the national and research area policy issuing institutions and text sorting,the structural interview of the policy implementation subject in the research area,the questionnaire survey of target groups,and the basic analysis of the policy environment.Secondly,an analysis was conducted on the deviations that exist in the policy implementation process.It was found that there are deviations in the implementation of facility agricultural land,such as inconsistency between policy standards and actual implementation,insufficient implementation efforts by policy enforcement agencies,low understanding of target groups,and the impact of social environment on policy implementation.Once again,analyze the reasons for the deviations that occurred during the policy implementation process.Finally,in response to the above deviations,a path identification survey and specific optimization paths are proposed to ensure the applicability of the paths,in order to explore a development path that promotes efficient,healthy,and orderly development of facility agricultural land and is coordinated with sustainable development of resources and environment,while following relevant systems. |
