With the development of economic globalization and information technology,cold chain logistics plays a driving role in the rapid and sound development of our national economy.This paper takes cold chain logistics of aquatic products as an example.Based on the theory of cold chain logistics and the characteristics of the existing evaluation index system methods,the evaluation index system of cold chain logistics was established,including 4 first-level indexes and 29 second-level indexes.The entropy weight method is used to calculate the weight of each index,and the fuzzy matter-element method is combined to calculate the proximity degree of Europe from2011 to 2021.The development level of cold chain logistics is evaluated comprehensively according to the approach measure value,and the countermeasures and suggestions are put forward.The main tasks include:(1)This paper briefly introduces the research background,reviews the development level of cold chain logistics at home and abroad,cold chain logistics evaluation index system,cold chain logistics evaluation method research status.This paper introduces the basic theory of cold chain logistics and the related theory of cold chain logistics development evaluation method.The evaluation index system of cold chain logistics development is constructed from four aspects: supporting environment,production and processing capacity,economic and trade level,and scientific and technological development level.According to the characteristics of the index system,the entropy weight method is used to calculate the index weight,and the fuzzy matter-element analysis model is used to evaluate the development level of China’s cold chain logistics from time dimension and space dimension respectively.(2)This paper takes cold chain logistics of aquatic products as an example,and finally determines 10 provinces as evaluation objects according to the total output of aquatic products in 2021,the processing volume of frozen aquatic products,the number of cold chain logistics enterprises,the capacity of cold storage,and the distance of railway operation.From the time dimension,the development level of cold chain logistics of aquatic products in China and 10 provinces during 2011-2021 was calculated and analyzed,and it was found that the development level of cold chain logistics of aquatic products in China during 2011-2019 showed an overall rising trend,with a slight decline in some years.However,the development capacity of cold chain logistics of aquatic products decreased significantly from 2019 to 2021.The development level of cold chain logistics in 10 provinces is measured and compared from spatial dimension.On the whole,the development level of cold chain logistics of aquatic products in China is constantly improving,but affected by various factors,the development level of provinces is not consistent.Shandong Province has always ranked first in cold chain logistics for aquatic products,followed by Jiangsu and Guangdong.From 2011 to 2020,Hebei province had the lowest level of development of seafood cold chain logistics,but surpassed Shanghai in 2021 to become the province with the lowest level of development of seafood cold chain logistics.(3)According to the analysis of the evaluation results,it puts forward to strengthen the government supervision and improve the policy measures;Improving the infrastructure network to promote economic development;Improve consumption level,create new channels of cold chain;Four suggestions on increasing investment in research and development and training high quality talents provide theoretical support for promoting the development of cold chain logistics in our country.
