Study On Evaluation And Improvement Of Low-Carbon Agriculture Development Level In Henan Province

Agriculture is the cornerstone of a country.China’s prosperity requires a strong agriculture.Since the 18 th National Congress of the Communist Party of China,China’s agricultural development level and comprehensive agricultural production capacity have increased rapidly.However,the high investment,high pollution,and high emissions in the actual agricultural production process have led to a series of historical legacy issues such as the destruction of agricultural ecological resources and environment.Developing low-carbon agriculture is the prerequisite and material foundation for the realization of rural revitalization,the construction of agricultural power and the realization of high-quality agricultural development.Therefore,this dissertation takes Henan Province,a major agricultural province in China,as the research object to deeply explore its low-carbon agricultural development level,and then proposes targeted countermeasures and suggestions to improve its low-carbon agricultural development level.The research results have important practical significance for Henan Province to promote the construction and high-quality development of a strong agricultural province,and accelerate the construction of agricultural and rural modernization and ecological civilization.Comprehensively utilizing ecological economics theory,sustainable development theory,and circular economy theory,this dissertation uses research methods such as literature analysis,comparative analysis,and positive analysis to scientifically evaluate the development level of low-carbon agriculture in Henan Province,and proposes targeted countermeasures and suggestions.Firstly,the realistic foundation of low-carbon agriculture development in Henan Province is analyzed,and the indices such as agricultural carbon emissions and agricultural carbon emission intensity are calculated to provide corresponding data for the subsequent evaluation index framework of low-carbon agriculture development level of Henan Province.Next,based on the existing research,an evaluation index framework for the low-carbon agriculture development level of Henan Province is proposed,and the entropy method is used to calculate and comprehensively evaluate the low-carbon agriculture development level and each primary index for Henan Province.Then,Henan Province was divided into three major agricultural economic regions.Using the Theil index,the overall differences,inter regional differences,intraregional differences,and contribution rates of the low-carbon agriculture development level and each primary index of Henan Province and the three agricultural economic regions are measured and analyzed.According to the research results,the existing problems in the development of low-carbon agriculture in Henan Province are analyzed and indicated.Finally,in view of the existing problems,countermeasures and suggestions are given to provide effective assistance for further improving the development level of lowcarbon agriculture in Henan Province.Through research,this dissertation finds that:(1)Henan Province has a good realistic foundation in agricultural economic development,agricultural equipment,and effective utilization of resources,which can provide favorable conditions and reliable guarantees for the development of its low-carbon agriculture.(2)Overall,the score of low-carbon agriculture development level of Henan Province has shown a steady upward trend,and has increased from the low level to the good level.However,there are significant differences in the lowcarbon agriculture development level of the three major agricultural economic regions,and the imbalance between these different regions is increasingly significant,leading to a gradual increase of the overall difference of the low-carbon agriculture development level in Henan Province.(3)In terms of the development of low-carbon agriculture,the main problems faced by Henan Province include unreasonable application of chemical fertilizers and pesticides,incomplete low-carbon agricultural infrastructure,relatively weak awareness of low-carbon agriculture of farmers,and significant regional differences in development levels.(4)To ensure the further development and improvement of its low-carbon agriculture,Henan Province should vigorously implement energy conservation,carbon reduction,and efficiency enhancement,promote balanced regional development of low-carbon agriculture,improve the competitiveness of low-carbon agricultural production,and strengthen the research,development,and promotion of low-carbon agricultural techniques.This dissertation contains two possible innovations: Firstly,it attempts to enrich the evaluation index framework and measurement and analysis methods for the low-carbon agriculture development level;Secondly,it tries to propose improvement countermeasures and suggestions based on the comprehensive evaluation of the low-carbon agriculture development level of Henan Province.
