Study On Agricultural Resource Utilization Efficiency And Regional Differences

As the most basic industry among the three major industries,agriculture is of great significance to China.As an essential element in the process of human survival and industrial development,the rational development and utilization of resources is an important work.In the process of agricultural development,the effect of agricultural resource utilization will directly affect the quality of agriculture,and then have a profound impact on rural development and farmers’ life.As a major agricultural province and one of the main grain producing areas in China,the agricultural development level of Sichuan Province will directly affect the overall agricultural development level of the region and even the whole country.However,the low utilization efficiency of agricultural resources,the vulnerability of ecological resources and the weak comprehensive competitiveness of agriculture have become important factors restricting the sustainable development of agriculture in Sichuan Province.Therefore,under the existing framework of resources and environment,improving resource utilization efficiency and promoting the healthy development of industry and economy has become a key issue.Taking the utilization efficiency and difference of agricultural resources in Sichuan Province and its subordinate cities and prefectures as the research object,this paper uses DEA Malmquist index model to analyze the total factor productivity of agricultural resources in Sichuan Province by combining the theories of sustainable utilization of agricultural resources,agricultural zoning and agricultural ecological economic coupling system,and constructs an evaluation index system of agricultural resource utilization level from the perspectives of society,economy and ecology,At the same time,using the comprehensive index evaluation model,this paper analyzes the differences in the utilization of agricultural resources in Sichuan Province from the macro overview to the micro level,finds out the factors restricting the utilization level of agricultural resources,and puts forward the corresponding countermeasures and suggestions.The conclusion of this paper is that the total factor productivity index of agricultural resources in Sichuan Province shows an upward trend as a whole,the rational utilization of agricultural resources is basically realized,and the improvement of comprehensive technical efficiency of agricultural resource utilization has made a major contribution to the improvement of agricultural resource utilization efficiency,that is,total factor productivity;There are differences in the utilization of agricultural resources among cities and states under the jurisdiction of Sichuan Province,the overall level gap is small,the importance of various influencing factors is roughly the same,the utilization level of agricultural resources is relatively stable,and the economic and social advantages of the high-efficiency utilization area of agricultural resources are obvious,but the disadvantages lie in climate and other resources;The location advantage of medium utilization area is obvious,but the economic resources are insufficient;Low efficiency utilization areas have significant late development advantages and obvious regional characteristics,but their development lacks sustainability.The conclusion of this paper recommendations of this paper mainly include two levels:One is based on the level of agricultural resource utilization grade area.The efficient utilization area of agricultural resources should optimize the selection of agricultural industries according to the common characteristics of regional resource endowment and optimize the layout of agricultural industries and resources in the city;Through industrial adjustment,realize the efficient allocation of agricultural resources and optimize the input-output pattern;At the same time,we should do a good job in disaster reduction and prevention,reduce ecological pollution,protect agricultural resources and repair damaged resources.Areas with medium utilization of agricultural resources should speed up regional economic construction,adjust industrial structure,and make full use of natural resources with comparative advantages to promote development;Strengthen cooperation among regions and make intensive use of agricultural resources among regions;At the same time,we should improve the construction of agricultural production and resource utilization facilities and further improve the utilization efficiency of agricultural resources.Low efficiency utilization areas of agricultural resources should integrate regional advantageous resources,give full play to late development advantages,make full use of natural and human resources,and strengthen exchanges with surrounding developed areas.The second is based on the level of Sichuan provincial government.First of all,we should improve the macro policy layout,strengthen the construction of agricultural industry and supporting facilities for the utilization of agricultural resources,actively promote regional cooperation,and coordinate all cities and prefectures to formulate a series of norms for the utilization of agricultural resources;Secondly,we should encourage farmers to integrate into the development pattern,promote the efficient utilization of agricultural resources while helping to achieve macro goals,support farmers to continue to deepen cooperation with agricultural production cooperatives in local villages and towns,formulate rational utilization plans,transfer allocable agricultural resources to excellent producers,and pay attention to the protection of agricultural ecological environment resources;Finally,we should support enterprises to actively participate in agricultural production,lead to the efficient utilization of agricultural resources and actively assume social responsibility,which should not only facilitate the people,but also play a leading role.
