Plastic film is one of the important material materials in agricultural production.Plastic film mulching technology has led to the leap of agricultural productivity and the change of production mode.With the expansion of plastic film cover area and the increase of service life,waste plastic film fragments enter the cultivated soil,which seriously affects the growth and development of crops."white pollution" has become an important factor restricting the sustainable development of agriculture.Xinjiang Uygur Autonomous region is located in the arid area of northwest China,with an arid climate and rare precipitation,which is particularly dependent on the use of agricultural plastic film.The input amount of plastic film in 2019 is242600 tons,and the annual residual rate of plastic film is about 24%.It is the region with the highest use of plastic film in the country,and it is also the province with the most serious plastic film pollution.The government attaches great importance to the treatment of plastic film pollution,and has taken active actions to control plastic film pollution,which has not achieved the desired results.Most of the existing researches focus on the occurrence mechanism of agricultural environmental pollution and ecological resources degradation,as well as the framework of public policy system of agricultural environmental management.Farmers are the most direct stakeholders and participants in the treatment of plastic film pollution,and the willingness to adopt plastic film pollution treatment technology has a direct impact on the effect of plastic film treatment.This paper takes Yuli County,which is the earliest place to carry out plastic film pollution control in Xinjiang,as the research area,through the methods of literature reading,data collection and semi-structured interview,and analyzes the influencing factors according to the planned behavior theory and technical acceptance model.the construction of farmers using plastic film treatment technology application decision-making model,the conclusions are as follows:The main results are as follows:(1)plastic film treatment technology mainly includes plastic film substitution technology,plastic film application technology and plastic film mechanized recovery technology.Degradable plastic film technology has high application value in plastic film exchange technology,and the degradation conditions are difficult to control and remain in the experimental stage.The efficiency of artificial recovery of residual plastic film is very low,and the initiative of farmers is not high,so it is difficult to complete large-scale recovery of residual plastic film.The residual film recovery machine has high efficiency,which is the most effective method for the treatment of plastic film pollution and the trend of the application and development of plastic film pollution control technology.(2)through multi-group analysis,the perceived ease of use of high-endowed farmers has a stronger effect on perceived usefulness,while the behavior attitude of low-endowed farmers has more obvious effect on behavior will,perceived usefulness on behavior,perceived usefulness on behavior,perceived usefulness on perceptual behavior control,and perceived ease of use on perceptual behavior control.(3)the willingness of farmers to adopt the application of plastic film management technology is limited,and their willingness for self-use is not high,so they are more inclined to further understand the policy in detail and recommend plastic film management technology to relatives and friends.Therefore,the promotion of the application of plastic film governance technology should be further improved by promoting farmers’ cognitive attitude and giving priority to the implementation of subsidy policy.
