In recent years,the country had vigorously constructed rural drinking water safety projects.Due to the rapid construction speed and large quantity of the projects,there had been a problem of "rebuilding with light management".Some rural drinking water safety projects had problems such as waste of funds,idle facilities,outdated models,low water fee collection rates,difficult maintenance and management,which had resulted in the inability to effectively utilize the funds of rural drinking water safety projects Rural residents’ water rights and interests can’t be protected,and the long-term operation of rural drinking water safety projects can’t be guaranteed.Therefore,there was a need for a way to assess and supervise rural drinking water safety projects.Performance evaluation can comprehensively consider the utilization effect of resources in engineering construction through multi-dimensional evaluation,and proposed effective solutions and improvement measures based on actual situations to achieve better engineering construction and operation results.This article divided Gansu Province into three regions for research and selects a representative county in each region as the case study.Through performance evaluation,problems were identified and analyzed to provide suggestions to improve the current situation of rural drinking water supply in Gansu Province,ensure the healthy operation of rural drinking water safety projects in Gansu Province,and ensure long-term benefits,protecting the water rights and interests of rural residents.This article conducted research from the following points: Firstly,due to the different landforms,economic development,and water resource types in different regions of Gansu Province,there were significant differences in the types,management models,and water pricing of rural drinking water safety projects.Therefore,Gansu Province was divided into three regions,namely the irrigated agricultural area of the Hexi Plain,the hilly and gully area of the Loess Plateau in the central and eastern regions,and the southern mountainous area.Select a representative county in each region,namely Gaotai County,Huan County,and Zhangjiachuan County,as the research case;The second evaluation system was formed based on the balanced scorecard used in enterprise performance evaluation as a performance evaluation system for rural drinking water safety projects in typical counties in Gansu Province;Thirdly,the study adopts the method of on-site research,obtaining first-hand information on local village and town water supply by visiting relevant water management departments and distributing public questionnaires.This survey mainly obtained basic data on the construction and management status of local rural drinking water safety projects from aspects such as management system,engineering status,operation and management mode,operating funds,operation and maintenance,and user services.Based on the actual data and information of the survey and relevant literature reading,the indicator system for evaluating rural drinking water safety projects in typical counties in Gansu Province was studied;Fourthly,calculate the weights of each indicator in the three representative counties using a combination of network analytic hierarchy process and entropy weight method;Fifthly,the fuzzy comprehensive evaluation method was used to evaluate the performance of rural drinking water safety projects in three representative counties.The evaluation levels of each county and each indicator were calculated,and based on the evaluation results,existing problems were analyzed and suggestions were proposed.The main research findings were as follows:(1)The evaluation system of this study was designed based on the Balanced Scorecard,and some new indicators were designed according to the latest relevant policies.Through three case studies,it was verified that the evaluation system designed in this study can make the evaluation more comprehensive and scientific.(2)The top five indicators that had the greatest impact on the performance evaluation of rural drinking water safety projects in three representative counties were: water quality qualification rate,water supply popularization rate,water supply guarantee rate,water fee collection rate,and financial support in Gaotai County;Huanxian was responsible for water quality qualification rate,safety and emergency management,water price to cost ratio,water convenience,and timely complaint handling;Zhangjiachuan has water quality qualification rate,water fee collection rate,engineering facility maintenance level,water supply guarantee rate,and water supply popularization rate.(3)The performance evaluation results showed that the rural drinking water safety projects in representative counties of three regions in Gansu Province are in good condition,but some indicators are lower than the good state and need to be improved.They are: safety and emergency management,water fee collection rate,information construction level,water source protection and financial support in Gaotai County;The leakage rate of pipeline networks,the soundness of incentive mechanisms,and the ratio of water prices to costs in Huanxian County;Zhangjiachuan County was responsible for pipeline leakage rate,water quality monitoring standardization,water source protection,and employee assessment effectiveness.(4)This paper analyzed the performance evaluation indicators of rural drinking water safety projects that were in a moderate and passing state,identifies the existing problems,and provides scientific suggestions.Based on this,it can provide theoretical support for relevant departments to improve the current management status of rural drinking water safety engineering,and also provided good reference for the subsequent practical application of performance evaluation of rural drinking water safety engineering.
