Study On The Causes And Countermeasures Of The Problem Of "Abandoned Land" In Qinggang Town,Suining City

At present,in the face of the global spread of COVID-19,the difficulty of world economic recovery and the changeable international climate,the task of China’s economic development is arduous.The Party Central Committee believes that in order to face the great changes and the world epidemic that have not occurred in a century,we must stabilize the basic situation of agricultural production,do a good job in the work of "agriculture,rural areas and farmers",and ensure that agricultural production and supply are stable and farmers’ income is stable.This year,the eight articles and thirty-five articles of the No.1 central document are deployed closely around the issues of "agriculture,rural areas and farmers",which clearly requires that we resolutely ensure national food security,give top priority to the full efforts to do a good job in food production and the supply of important agricultural products,and raise the issue of food security to an unprecedented political height.There is a widespread phenomenon of "Abandoned Land" in rural areas in China,which makes the increasingly serious problem of cultivated land loss and food shortage worse.In recent years,governments at all levels,from the central government to the local government,have formulated relevant policies for the remediation of "Abandoned Land",aiming to solve the problem of land abandonment.Although policy guidance has been strengthened,the causes of "Abandoned Land" are complex,which makes the "Abandoned Land" problem unable to be effectively treated.Therefore,if we want to solve the problem of "Abandoned Land" in rural areas,we need to deeply understand the current situation and causes of "Abandoned Land",and study the governance countermeasures of "Abandoned Land",so that the persistent disease of "Abandoned Land" can be effectively eradicated.This paper selects Qinggang Town,Suining City as the research area,and takes the "Abandoned Land" problem investigation,cause analysis and countermeasure research as the starting point,using questionnaire survey,statistical analysis and other methods to deeply discuss the "Abandoned Land" problem in Qinggang Town,Suining City.Through field survey,we will learn about the utilization of cultivated land and the status quo of "Abandoned Land" in Qinggang Town,Suining City in 2021 in detail,and analyze the causes of "Abandoned Land" phenomenon in Qinggang Town,Suining City,based on the "theory of land scarcity" and "theory of intensive land use",supported by the Land Management Law of the People’s Republic of China and the No.1 central document in 2022 and other policies and regulations,In view of the causes,the paper puts forward the countermeasures to reduce the "Abandoned Land" in Qinggang Town,Suining City: First,enhance the confidence of rural culture and realize the revitalization of rural culture;Second,enhance farmers’ awareness of farmland protection;Third,cultivate new professional farmers,new agricultural business entities,and build agricultural service centers;Fourth,increase investment in agricultural facilities and improve the conditions of cultivated land resources;Fifth,improve policy incentives and strengthen system regulation;Sixth,we will strengthen our ability to withstand natural disasters.
