Study On Dynamic Changes Of Forest Resources And Sustainable Management Countermeasures In Horqin Right Wing Front Banner

Based on the survey data of forest resources planning in Horqin Right Front Banner of Xing’an League in 2006 and 2016(the second-class survey results of forest resources),this thesis compares and analyzes the ownership of forest resources,forest land area,forest volume,forest species structure and advantages in this area.From the dynamic changes of tree species structure,age group structure,etc.,the characteristics of the dynamic changes are obtained,and the reasons for the changes are analyzed.Provide scientific basis for sustainable management of forest resources in Keyouqian Banner.The main conclusions are as follows:1.The survey results in 2016 show that the total land area under the administrative management scope of Keyouqian Banner is 1,631,924 hm~2,of which forestry land area is466,961 hm~2,accounting for 28.61%of the total land area.The forest coverage rate is25.10%.The state-owned forest land area of the flag is 376,575 hm~2,and the collective forest land area is 90,386 hm~2,accounting for 80.64% and 19.36% of the forest land area respectively.The total area of arbor forest,sparse forest land,shrub forest land and undeveloped forest land in the whole flag is 415773 hm~2.The total volume of standing trees in the whole flag is 10,476,258 m~3.Among them: the volume of arbor forest is10422382 m~3,accounting for 99.49% of the total volume of living standing trees;the volume of sparse forest land is 11588 m~3,accounting for 0.11%;the volume of surrounding trees is 40758 m~3,accounting for 0.39%;the volume of scattered trees is1530 m~3,accounting for 0.39% 0.01%.The arbor forest area of the whole flag is 289792hm~2,and the stock volume is 10422382 m~3.The area of sparse forest in the whole flag is1019 hm~2,and the stock volume is 11588 m~3.The whole flag shrub forest area is 119779hm~2,accounting for 25.65% of the forest land area.2.The comparison between 2006 and 2016 shows that the total forest area has increased from 381,823 hm~2 to 466,961 hm~2,and the forest coverage rate has increased from 20.90 % to 25.10 % in the past ten years.The area of arbor forest decreased from292833 hm~2 to 289792 hm~2,a decrease of 3041 hm~2.The area of open forest land decreased from 4136 hm~2 to 1019 hm~2,a decrease of 3117 hm~2.The area of shrub forest increased from 48306 hm~2 to 119779 hm~2,an increase of 71473 hm~2.The unformed forest area decreased from 20373 hm~2 to 5183 hm~2,a decrease of 15190 hm~2.The nursery area was reduced by 43 hm~2 from 67 hm~2 to 24 hm~2.The area of forest without standing trees increased from 16,108 hm~2 to 49,521 hm~2,an increase of 33,413 hm~2(in 2006,forest land without standing trees and suitable forest land were counted for the same land type,so this comparison is unified as forest land without standing trees).The area of forestry auxiliary production land increased from 0 to 1643 hm~2(the forestry auxiliary production land was not counted in 2006).Over the past ten years,the banner government and relevant authorities have attached great importance to the protection of forest resources,and transformed more than 60,000 hectares of barren grassland and bare land into forest land,effectively increasing the area of forest land;at the same time,they have also properly guided the development of economic forests,effectively driving farmers.increase income.3.By comparing and analyzing the dynamic change trend of forest resources in the study area in 2006 and 2016,and analyzing their growth and decline,summarize and analyze the main problems in the management of forest resources in this area:(1)The total amount of forest resources is not high and the structure is unreasonable,and the forest cover The rate was 25.10%,which was far lower than the average level in the Greater Khingan Mountains;the area and volume of young and middle-aged forests accounted for 92.51% and 88.46%,respectively,which were too large.(2)The infrastructure is poor and the operation and management methods are backward,and the infrastructure has hardly been updated in the past ten years.(3)The technology content of forest management is low and the degree of attention is not enough.(4)The public has a weak legal awareness,and cases of violation of laws and disciplines occur from time to time.In view of the existing problems in forest resources management,countermeasures for sustainable development are put forward,mainly including:(1)Reducing the area of??forest without standing trees and non-forest land,increasing the greening rate of forestry land,and improving forest coverage.The ratio is still as high as 10.60%(49521hm~2),so we should enrich forest types by planting seedlings and raising forests,increase the greening rate of forestry land,and improve forest coverage.(2)Adhere to the effective protection of forest resources,and deepen the task of "closing mountains to cultivate forests".(3)Change the concept of forest management,and actively recommend measures for the establishment of family ecological forest farms to improve the economic benefits of forest management.(4)Improve the protection and supervision mechanism of forest resources.(5)Implement the development of forests through science and technology,strengthen the construction of talent team,insist on adopting advanced forestry science and technology and modern forestry management methods,protect and cultivate forests,develop and utilize resources,and construct and manage forest farms.
