At the beginning of this century,China implemented the reform of collective forestry rights system of "confirming rights to households",which greatly stimulated the enthusiasm of farmers in forestry production at the beginning of the reform.However,with the development of rural society and economy(such as the transfer of rural labor force to employment,the aging of rural population,urbanization,etc.),the enthusiasm of farmers in forestry production has generally decreased,and the performance of contracted forest management is not very satisfactory.In order to promote the development of collective forestry and increase the enthusiasm of farmers to perform their responsibilities in forest land contract management,the Party and the government have implemented the reform of "three rights separation" of rural land.This thesis,"Research on the fulfillment of responsibilities of farmers’ forest land contracting and management and governance countermeasures under the " separation of three rights " reform",aims to study the real situation of farmers’ forest land contracting and management responsibilities under the "separation of three rights" reform and the comprehensive governance countermeasures to promote farmers’ forest land contracting and management responsibilities.This thesis is to study the real situation of farmers’ responsibility for forest land management in the context of the reform of "separation of rights" and the comprehensive management measures to promote farmers’ responsibility.The basic content of this thesis includes four aspects: firstly,to analyze and evaluate the process of the change of China’s forest rights system and its historical causes in various periods since modern times by using historical and qualitative analysis methods;secondly,to construct a comprehensive evaluation index system for farmers’ performance of their responsibilities in forest land contracting and management,and to evaluate the performance of farmers’ responsibilities in forest land contracting and management in the context of the current "separation of three rights" reform.Third,we use an econometric model to empirically analyze the behavioral patterns and influencing factors of farmers’ performance in forest land contracting and management under the background of the reform of the separation of three rights;fourth,we analyze the root causes of the risk of farmers’ failure in the process of management rights transfer under the background of the reform of the separation of three rights;fifth,we propose measures to strengthen the governance of farmers’ performance in forest land contracting and management.The study finds that: the lack of forest land titling has a significant negative impact on farmers’ responsibility for forest management(especially for forest management and young and middleaged forest nurturing);government control over forest land contracts helps to promote the responsibility of forest management;the higher the degree of forest land fragmentation,the lower the motivation of farmers’ responsibility for forest management,and the impact on forest management is particularly significant;farmers are less satisfied with the harvesting limit management policy,which reduces the motivation of farmers’ responsibility for forest management.The low satisfaction of farmers with the logging quota management policy reduces the enthusiasm of farmers in forest management;the financial subsidy policies,such as ecological subsidies and insurance subsidies,can have a significant positive impact on farmers’ forest management responsibilities;due to the lack of policy publicity,people’s misunderstanding of the policy,and information asymmetry,farmers are at risk of defaulting on their responsibilities,such as changing the use of forest land privately,failing to forest after mortgage,and illegal logging.In this regard,the thesis proposes: first,we should further optimize the cultivation of new forest land contract management subjects,optimize the development environment and training mechanism to accelerate the incubation of new forest land contract management subjects,accelerate the cultivation of leading enterprises and professional forestry managers to provide leaders for new forest land contract management subjects,and at the same time,vigorously develop the county rich people’s industry as the pillar of forestry subjects,and rely on new forest land contract management subjects to drive other Secondly,we should improve the supporting measures of forestry reform,further improve the issuance of certificates of rights to households;standardize the legal and policy constraints on the signing and execution of contract and transfer contracts;establish and improve the platform for the transfer of forest rights,and actively guide the standardized and orderly transfer of forest land;increase financial and financial support for forestry,focus on promoting policy and commercial forest insurance,and further improve the forest harvesting limit Management system,to promote the enthusiasm of farmers to perform their responsibilities in forestry.Finally,we should innovate the management service system,fully implement the forest manager system,develop the forestry industry with information technology and intelligence,and improve the forestry social service system. |
