With the introduction of the 13th Five-Year Plan,the mission of forestry in China's future sustainable development will become more prominent.More than 90%of China's forest resources are concentrated in mountainous areas,where the poor are concentrated.Forestry development in China can not only help to build a well-off society in 2020,but also improve people's quality of life,improve our living environment and even play a very significant role in the construction of ecological civilization.Therefore,forestry is very important for China's poverty alleviation period starting in 2015.The reform of collective forest right system was initiated in 2006,but in 2003,the reform of collective forest right system was carried out in some areas of southern China,which is an inevitable requirement for the development of forestry industry and the liberation of forestry productivity.The effect of collective forest right reform is obvious,and farmers'enthusiasm for afforestation has been greatly improved.The Eastern Hunan province investigated in this paper completed the related work of forest land right confirmation by the end of 2009.On the basis of reading and sorting out a large number of documents and theoretical analysis,the author conducted a questionnaire survey on 250 households in 25 villages of five counties in eastern Hunan Province.Firstly,the author collated and summarized the sample data of households in the survey area,including the scope of sample,the characteristics of household heads,the characteristics of family situation,the endowment of forest land resources,and the recognition of reform policies.Degree and characteristics of forest property market.Secondly,the paper describes and analyses the farmer's forest land transfer behavior in the form of tables,observes the factors affecting the farmer's forest land inflow and outflow behavior,and summarizes the macro and micro factors affecting the farmer's forest land transfer behavior through sorting out and understanding the survey data.Then through the analysis and validation of the survey data by Logistic model,it is concluded that the main influencing factors of farmers'forest land transfer behavior are the total area of forest land,the size of initial forest land,whether they are village cadres,the income of family forestry,whether they understand and understand the forest reform policy,whether there is a local forest right trading market and whether they participate in pension insurance,etc.The main influencing factors of farmer's forest land transfer behavior are the total number of forest land,whether to participate in social security such as old-age insurance,the age health status of the head of household,the annual income of the family,whether the family has forestry income and the total area of forest land.The results are similar to the conclusions summarized and observed by the previous questionnaire data.Finally,the author draws the problems behind the influencing factors through the analysis of the survey data by the Logistic model.Based on the survey data and the model analysis results,the author puts forward some suggestions,such as speeding up the construction of forest rights trading market,improving the rural social security system,strengthening the publicity of forest land property rights system reform and improving the forest resources assets evaluation system.
