With the vigorous rise of a new round of global scientific and technological revolution and industrial transformation,agriculture and forestry worldwide are moving towards intelligence and digitization.China is a large agricultural country,and with the rapid development of modern agriculture and forestry industry,the demand for new high-quality agriculture and forestry talents with multifaceted knowledge system,innovation consciousness and application ability is more urgent.However,at this stage,the definition of a new core competency system for agroforestry personnel is unclear,and bottlenecks are encountered in exploring the construction of the core competency system of new agroforestry talents,so it is urgent to propose a framework of core competency of new agroforestry talents.The construction of core competency system of new agroforestry talents is not only the key to the definition of new agroforestry talents,but also can provide the basis for the development of new agroforestry talents training program.This paper firstly composes and summarizes the concepts of agricultural modernization,new agricultural and forestry talents and core competency system,and discusses the degree of applicability of competency model theory and talent growth theory in this study.Then this paper analyzes the elements of core competency system of agricultural and forestry talents and constructs a model of elements of core competency system of agricultural and forestry talents based on five dimensions,such as knowledge and skills,innovation ability,comprehensive practical ability,industrial service ability and personal qualities.Based on the element model,this study designs research questionnaires and conducts research on agriculture-related talents in Jiangsu,Shandong and Shanxi provinces to analyze the current situation of core competencies of current agriculture and forestry talents,and analyzes the existing problems and the causes of the problems.It is found that the current core competencies of agricultural and forestry talents are not rich in knowledge of interdisciplinary disciplines related to agricultural and forestry majors,insufficient innovation kinetics for the development of modern agricultural and forestry industries,weak knowledge transformation ability for the development of modern agricultural and forestry industries,lack of technology development and promotion ability for the development of modern agricultural and forestry industries,and weak awareness of social responsibility to serve the three rural areas.These problems exist mainly because of the mismatch between university talent cultivation and industrial development,the insufficient guiding force of society to promote the development of agroforestry industry,the insufficient policy support of government to agroforestry industry,and the lack of quality of agroforestry talents themselves to engage in agroforestry work.In this paper,we have studied the experiences of two domestic and foreign first-class agricultural and forestry institutions of higher education,Cornell University and China Agricultural University,and concluded that the core competency cultivation of agricultural and forestry talents in the two universities have common features in terms of cultivation concept,professional practice and mentorship,which have continuously promoted the core competency improvement of agricultural and forestry talents and provided reference for the core competency cultivation of agricultural and forestry talents in China.Based on literature research,empirical research and reference,this paper constructs a framework of core competencies of new agricultural and forestry talents consisting of five dimensions and eighteen elements,including knowledge and skills,innovation ability,comprehensive practical ability,industrial service ability and personal quality,and proposes the cultivation path of core competencies of new agricultural and forestry talents in China from four aspects: cultivation goal,cultivation process,cultivation quality and cultivation evaluation,and finally puts forward policy suggestions from universities,government and Finally,we put forward the policy suggestions for the cultivation of new agricultural and forestry talents’ core competencies from three aspects: universities,government and society.This paper analyzes the core competence system of new agricultural and forestry talents,which has profound theoretical significance and practical value to promote the cultivation of new agricultural and forestry talents and the development of agricultural and forestry industry in China.
