Study On The Role Of Government In Forestry Ecological Construction In Aohan Banner

As a significant part of socialist modernization with Chinese characteristics,the construction of ecological civilization is a major event related to the long-term development of the whole nation.To create a good ecological environment is to produce the most fair public goods for all citizens and benefit the whole people.However,the most direct and main way as well as the task of ecological environment construction is to give priority to the development of forestry.The forestry ecological construction of Aohan banner is not only the practical need to improve the production and life quality of Aohan people,but also the only way to prevent the southward invasion of Horqin sandstorm and protect the ecological barrier of Beijing Tianjin area and the Bohai economic circle.The ecological environment of Aohan banner has deteriorated seriously due to its geographical location,climate,soil,humanities and other conditions.Therefore,the Aohan banner Committee and government led the Aohan people through long-term and unremitting struggle,through administrative leadership and multi-party efforts,avoided the phenomenon of "free riding" in the process of ecological governance in Aohan area,and solved the collective action dilemma caused by ecological and environmental problems in this area,The "tragedy of the commons" was prevented,and the outstanding ecological and environmental problems affecting the production and life of the people in Aohan area were solved,and the quality of the ecological environment was significantly improved.However,it should also be noted that in the process of government management,there are still many problems in its management system and governance system,such as the imperfect property right management system,the urgent need to improve the ecological construction team,the formation of diversified governance system,the insufficient investment of ecological construction funds,the imperfect supervision and management system,and the insufficient mobilization of the main role of the people.Therefore,starting from the practical needs and adhering to the problem orientation,the author puts forward specific suggestions to improve the role of the government in the forestry ecological construction of Aohan banner,which is used to guide the Aohan banner Committee and the government to further optimize the government functions and improve the management quality and management level.
