Study On The Direction And Path Of Topsoil Stripping And Utilization Of Cultivated Land Occupied By Construction In Hunnan District,Shenyang

In the context of rapid economic and social development,domestic construction needs to occupy a large amount of cultivated land,which puts great pressure on China,which already has insufficient cultivated land resources.If the cultivated land is directly occupied,it will not only cause a waste of cultivated land resources,but also violate the strictest cultivated land protection system in China.In fact,a large number of high-quality cultivated land soil resources have high utilization value.China’s“Land Management Law”clearly stipulates that the construction of cultivated land needs to strip the topsoil.Many regions in China have also made practical explorations on the stripping and utilization of topsoil.So how to reasonably strip and make full use of the cultivated soil occupied by construction is an urgent practical problem to be solved,which is of great significance to the smooth and orderly development of the actual work of stripping and utilization of the cultivated soil.Taking Hunnan District of Shenyang City as the research object,this paper studied the stripping and utilization of topsoil occupied by construction in this area.Using literature research method,Arc GIS spatial analysis method,field research method and statistical analysis method,considering the current situation of topsoil stripping and utilization in Hunnan District of Shenyang City,combined with the actual conditions of the region,and based on the previous topsoil stripping and utilization practices,at the same time,according to the requirements of the future land expropriation and development plan in Hunnan District,the reasonable direction and path of topsoil stripping and utilization in the next 2022-2023years were found.The results showed that:(1)The stripping areas of Hunnan District in Shenyang City mainly located in the central and western regions from 2019 to 2021.The total stripping area was 381 hm~2,and the soil volume was 950000 m~3.The utilization direction of soil stripped of tillage layer was mainly construction project greening,and a small part was soil improvement.There are some practical problems,such as the lack of regional macro overall planning,the low proportion of stripping and utilization engineering construction,the low willingness of farmers to use the topsoil for thickening the existing arable soil layer,and the high economic cost.(2)Prediction of topsoil stripping in the next 2022-2023 years:In 2022 the stripped topsoil mainly distribute in the south bank of Hunhe River and Qipan Mountain area,the total arable land area need to be stripped is 250 hm~2,and the total soil volume is 480000 m~3;In2023,the stripped topsoil mainly distribute in the south bank of Hunhe River,with the stripped area of 116 hm~2and the total stripped soil volume of about 240000 m~3.(3)In the near term of 2022–2023,the utilization direction of stripped topsoil in Hunnan District of Shenyang City is soil improvement and greening of construction projects.The long-term utilization direction of stripped topsoil is mainly ecological restoration,land remediation and greening.The realization path of stripped topsoil utilization is mainly to clarify the implementation subject of stripped topsoil utilization in Hunnan District of Shenyang City,scientifically formulate planning and technical specifications,establish organizational mechanism,establish database of stripped topsoil reserve area,reasonably select the storage area of stripped topsoil,and establish topsoil soil circulation platform.
