Research On The Development Strategy Of Leisure Fishery In Tanmen,Qionghai Under The Background Of The Construction Of Hainan Free Trade Port

Located in the east coast of Hainan,Qionghai Tanmen is rich in natural and fishery resources.While striving to obtain marine fishery resources,Tanmen traditional fishermen have also made important contributions to China’s active struggle and protection of the rights and interests of the South China Sea.They are a special group of fishermen and have attracted the high attention of state leaders.In recent years,the economically advantageous fishery resources in the South China Sea have gradually declined,hindering the development of the local traditional fishing and fishery model in Tanmen,Qionghai.Fishermen are facing the dilemma of changing their profession.Leisure fishery is the fifth largest industrial model of China’s aquatic industry,which is highly valued by Hainan provincial government.Hainan issued the development plan of leisure fishery in Hainan Province(2019-2025)in 2019,actively planning to use leisure fishery to drive the marine economic development of cities and counties.At the same time,Hainan Province also issued the overall plan for the construction of Hainan free trade port in 2020,giving full play to policies to promote the comprehensive and rapid development of Hainan’s tourism industry,leisure agriculture,leisure fishery and other industries.With the introduction of various policies and the requirements of social sustainable development,qionghaitanmen has ushered in the best development period of changing from traditional fishery operation mode to leisure fishery.This paper focuses on the background of the construction of Hainan free trade port,and expounds the advantages,disadvantages,opportunities and challenges of the development of leisure fishery in Tanmen through in-depth field investigation in Tanmen.Combined with a large number of documents and materials at home and abroad on the development of leisure fishery,tourism development and the successful transformation of traditional fishery,and drawing lessons from the national experience of foreign countries that have made certain achievements in the development of leisure fishery,According to the relevant policy support of Hainan government,the relevant countermeasures for the development of leisure fishery in Tanmen are analyzed and formulated.The main conclusions and suggestions are as follows:1.Qionghai Tanmen has the inherent advantage of developing leisure fishery.Tanmen town has convenient transportation,an excellent climate suitable for the development of leisure fishery,a long history of traditional fishery cultural background,a national excellent deep-water port,a national museum with rich cultural heritage,and relatively complete ancient village buildings.2.The development of leisure fishery in Tanmen,Qionghai has ushered in the best development opportunity.The state is very optimistic about the development potential of Hainan and has issued a series of policies conducive to its development.In 2020,a free trade port was established in Hainan,which undoubtedly drives the local economic development and enlivens the development of various related industries for the local site.Hainan provincial government actively plans for a strong marine province and has successively formulated provincial-level leisure fishery development plans,which provides policy support and development basis for the development of leisure fishery in Tanmen.3.Qionghai tamen leisure fishery started relatively late.There are also many challenges in the development process,such as insufficient development funds,insufficient talent reserves,lagging related supporting facilities,single form of leisure industry,and varying degrees of damage to some fishery resources and ecological environment.Tanmen should adjust the overall industrial structure as soon as possible and make a reasonable layout for the development of leisure fishery according to the local actual situation.4.Qionghaitanmen should speed up the formulation of leisure fishery countermeasures.The main countermeasures should include strengthening the government’s macro-control,strengthening ecological and environmental protection,strengthening scientific and technological investment,strengthening talent training and strengthening brand construction.At the same time,accelerate the construction of leisure fishery demonstration area and effectively promote the development of Tanmen leisure fishery industry.
