Study On The Measurement And Influencing Factors Of Rural Ecological Livable Level

The report of the 19th National Congress of the Communist Party of China clearly pointed out that China should thoroughly implement the strategy of rural agricultural revitalization and development,and accelerating the construction of a new ecological,healthy and livable modern civilized village is an important political content and strategic goal of thoroughly implementing the "five in one" new rural environment construction green revitalization and development strategy,It is also a major strategic move to further carry out the construction of new ecological and livable civilized countryside,promote the harmonious and healthy coexistence of rural people and nature,and realize the modernization of modern agriculture and new rural construction.However,there are still many difficulties and outstanding practical problems in the actual construction work.In order to explore and effectively solve some outstanding problems as soon as possible,this paper gives some specific implementation countermeasures and suggestions.In the new era,to implement the strategy of revitalizing and developing rural economy with Chinese characteristics and accelerate the pace of reform and promoting the construction and development of rural economy with Chinese characteristics,we need to take a healthy,greener and sustainable rural road,and speed up the reform of the traditional extensive rural development and construction mode with the main economic cost of seriously sacrificing the interests of the natural ecological environment of the whole rural area,To emphasize the construction of rural ecological,green,circular economy and other development direction.In this context,accelerating the construction of ecological health livable new urbanization and characteristic rural civilization will become increasingly important.Based on the full understanding of the significance and connotation of ecological livability in rural areas,this paper analyzes the main factors influencing the degree and level of ecological livability in rural areas,and selects 24 indicators from the four dimensions of infrastructure,living environment,rural planning and quality of life in rural areas,A comprehensive index evaluation system for the development degree and level of ecological livability in rural areas is constructed.Using entropy weight method to calculate the weight of each index,the comprehensive score of rural ecological livable economic development level of 30 provinces,cities and autonomous regions(except Tibet)from2008 to 2017 was obtained,and the comprehensive evaluation of time,inter provincial and inter regional of each rural ecological livable economic development level was carried out.Based on the analysis of the rural ecological livable level,this paper studies the factors that affect the rural ecological livable level.The influencing factors are divided into four aspects: Economic and industrial structure,residents’ living standards,government support and rural production conditions.The fixed effect model is used to study the influence of each factor on the rural ecological livable level.The results show that the improvement of rural ecological livable level should pay attention to infrastructure,environmental transformation,ecological civilization,economic development and sustainable development.The overall development level of rural ecological livable in China shows an upward trend.Through calculating and drawing the range coefficient and standard deviation coefficient of rural ecological livable level,this paper analyzes the inter provincial differences,compares the inter regional differences of Eastern,central and western regions in four aspects,and analyzes the spatial distribution of rural ecological livable level.The results show that there are obvious differences in rural ecological livable level among different regions in China,and the inter provincial differences tend to expand,Regional differences are significant,so we should pay attention to the driving effect between regions and promote the coordinated development among regions.After studying the influencing factors of rural ecological livable level,it is found that each factor has a significant impact on rural ecological livable level.Based on the research results of this paper,the author puts forward some policy suggestions from the perspectives of promoting infrastructure construction,choosing appropriate construction mode,clarifying the scope of government functions,focusing on the cultivation of professional farmers,and developing eco-environmental related industries,which can improve the level of rural ecological livability,To speed up the development of rural areas and reduce differences to provide reference.
