Research On The Performance Evaluation Of High-standard Farmland Special Fund Under The Background Of Rural Revitalization

As an important means for the country to improve rural production conditions,guarantee national food security and increase farmers’ income,high-standard farmland project plays an important role in the sustainable development of agriculture and rural areas.With the increase of the investment of high-standard farmland special fund,how to use the high-standard farmland special fund effectively has become the public’s concern.In order to test the achievement degree of the performance target of the high-standard farmland construction fund and evaluate the expenditure efficiency of the financial fund,it is particularly important to evaluate the performance of the high-standard farmland special fund.This paper selects the performance evaluation of high-standard farmland special fund under the background of rural revitalization as the research object,and USES the methods of literature review,case analysis and questionnaire survey.Firstly,the domestic and foreign literatures such as government performance evaluation,financial expenditure performance evaluation,special fund performance evaluation and performance evaluation of high-standard farmland special fund were sorted out.Meanwhile,the theory of financial expenditure performance evaluation and budget performance management was expounded to lay a theoretical foundation for this paper.Secondly,it tries to establish a set of model property,suitable for local characteristics of high standard farmland special fund performance evaluation system.From the evaluation subject,object,content,standard,method,procedure,the principle of index selection,evaluation index system of performance evaluation of high standard farmland special funds to carry out the system of theoretical research,especially on the process of the construction of the performance evaluation index system of in-depth analysis,first using the Delphi method to the design of specific evaluation indexes,combining the actual using analytic hierarchy process(ahp)to determine evaluation index weights.Thirdly,taking county J as an example,the performance of high-standard farmland special fund in county J was evaluated and scored according to the actual research situation,and the evaluation result was "good".To J county high standard farmland at the same time a special fund performance analysis found that the high standard farmland J county special funds for the financial system more perfect,money management is relatively effective,overall project completion rate ideal,input high utilization rate,to improve agricultural production conditions,farmers’ satisfaction higher has made certain achievements,but there is also the project funds to pay the slow progress,adjust the change more in the process of project implementation,project management and construction process in the late poor effect of the management,to improve project quality benefit and so on.Finally,taking the performance and problems of the high-standard farmland special fund in J county as the breakthrough point,the paper puts forward Suggestions to improve the performance management of the high-standard farmland special fund from four aspects: regulations,fund management,project management,supervision and inspection.It mainly includes: laws and regulations: improve the project management system,improve the performance evaluation related laws and regulations;Fund management: strengthen the assessment of fund allocation rate,ensure the maximum use of funds,implement the budget management system,and strengthen fund management;Project management: pay attention to the preparatory work,enhance the project design,improve the quality of planning,strictly implement the management system,further improve the project management efficiency,reform the project management and protection mechanism,actively implement the main responsibility of the management and protection,pay full attention to the reasonable requirements of farmers,guide correctly,and enhance the project quality;Supervision and inspection: establish a comprehensive inspection and supervision system of special funds,and improve the mechanism of reward and punishment and performance accountability.This article through to the country revitalization under the background of high standard farmland special funds performance evaluation,in order to strengthen the lean management of high standard farmland special funds,improve the level of financial management,thus to exert its performance benefits,to improve agricultural comprehensive production capacity,increase farmers’ income,crucial for helping out of poverty and rural revitalization of the solid foundation.
