With the steady implementation of the national innovation driven development strategy,China’s technological strength is moving from quantitative accumulation to qualitative leap.However,the problem of "insufficient quantity and poor quality" faced by China’s technological innovation is still quite prominent.The introduction and utilization of FDI have played a positive role in improving China’s economic development level and enhancing its technological innovation capabilities.In the context of increasingly severe regional technological restrictions in developed countries,FDI has become an important way for China to obtain technological progress from the outside.Therefore,absorbing technology spillovers brought by FDI has gradually become the main driving force for high-tech industries to introduce FDI.How to better attract and utilize foreign investment and promote the development of high-tech industries through the spillover effects of FDI is a practical issue in current economic research.Based on this,this study starts from the perspective of high-tech industry segmentationmedical instrument equipment and instrument manufacturing industry.Using data from China’s medical instrument equipment and instrument manufacturing industry from 2011 to2021,and drawing on Hansen’s nonlinear threshold analysis method,a model is established between FDI and independent innovation in China’s medical instrument equipment and instrument manufacturing industry,to examine the nonlinear relationship between FDI and independent innovation in China’s medical equipment and instrument manufacturing industry,and to explore the moderating role of R&D human capital in it.The empirical results indicate that:(1)FDI has a significant positive spillover effect on the innovation output of industries,which can promote the effective improvement of enterprises’ innovation capabilities.(2)The absorption capacity of R&D human capital has a dual threshold effect in the process of FDI promoting innovation,that is,there is a positive "U-shaped" relationship between FDI and industrial innovation output.With the increase of R&D human capital investment,the spillover effect of FDI on industrial independent innovation shows a "significant promotionslight promotion-significant promotion".(3)The market operation situation and R&D labor costs can significantly promote the improvement of the industry’s independent innovation ability,while the scale of enterprises and the level of technology introduction expenditure have a negative impact on the innovation output level of the industry.Finally,based on the above research conclusions,this article proposes corresponding policy recommendations:Firstly,the country should improve investment conditions,optimize the investment environment,coordinate and promote balanced regional inflow of FDI,and enhance the overall spillover effect.Secondly,each region should optimize the investment of enterprise R&D personnel,increase capital investment,shorten the gap in R&D investment between regions,enhance overall absorption capacity,and strengthen spillover effects.Thirdly,the government should improve the market atmosphere,promote healthy competition,formulate targeted investment plans,optimize the industry market environment,and determine the degree of openness based on industry characteristics.
