| Maritime search and rescue is the last line of defense to ensure the safety of human life at sea,providing a solid security guarantee for the sustainable development of marine industry.Each maritime search and rescue operation is organized by the maritime search and rescue center of the jurisdiction through the operation of its maritime emergency command system.At present,China,like other countries in the world,the post-search and rescue assessment of each search and rescue operation and the evaluation of the overall search and rescue effect of the jurisdiction are mainly expressed by the success rate of search and rescue,although this evaluation method is clear and reflects the great importance attached to human life at sea,but it has a certain one-sidedness.Because this evaluation method that only focuses on the final effect ignores the understanding and evaluation of the operational ability of each work link in the emergency command system in the search and rescue process,it is difficult to find possible problems in the emergency command process,and it is not conducive to taking targeted measures to improve and improve the emergency command system.In order to scientifically and systematically evaluate the operation status of the maritime emergency command system and solve the above problems,this thesis takes the work of organization,coordination and command in the actual process of the operation of the maritime emergency command system as the research object,and establishes the operation evaluation model of the maritime emergency command system.This thesis divides the operation evaluation of maritime emergency command system into three parts: search and rescue organization ability,search and rescue coordination ability and search and rescue command ability assessment,constructs the emergency command system process according to the emergency response time order,analyzes the key factors that have an important impact on the operation of the maritime emergency command system,and establishes the operation evaluation index system of the maritime emergency command system.The correlation relationship between the indicators and the impact on the weight value of the index were fully considered,and the combination of expert consultation method and analytic hierarchy method was used to determine the weight value of the index,and the relevant standards of maritime emergency response and the actual demand for ensuring the search and rescue effect were taken as the goal,and the operation indicators were quantified and a fuzzy comprehensive evaluation model was established.Finally,the accident cases of a maritime search and rescue center in the past two years were compared and evaluated,and the feasibility of the "operation evaluation model of maritime emergency command system" was verified.This study can not only objectively and comprehensively evaluate the operation status of the maritime emergency command system,but also find the problems existing in the operation of the emergency command system of each maritime search and rescue center,and give targeted suggestions for improvement,which is of great significance for improving the operation efficiency and effectiveness of the maritime emergency command system of various maritime search and rescue centers in China. |
