The Fuzzy Comprehensive Appraise Of Highway Emergency Rescue Corporates’ Rescue Ability

At present,China’s large-scale construction of highways has made great contributions to the development of the national economy,but at the same time it has also brought about greater traffic safety hazard and caused more traffic accidents.The emergency rescue system is still at the primary stage,the construction and perfection of highway emergency rescue mechanism and management systems need to be further strengthened.In the highway emergency rescue system,the emergency rescue corporate is an important part of it,which undertakes the service of accident vehicle’s rescue.Taking Guizhou Province as an example,at present,the highway emergency rescue corporates in Guizhou province,due to environmental factors and non-standardized management,when carrying out rescue,there are some problems,such as incomplete rescue equipment,unstandardized management of rescue scene,inadequate professional skills of rescue personnel,untimely response to rescue,etc,which has a lot of negative impact on the rescue.Firstly,this paper analyzed the data of four highway rescue corporates in Guizhou Province,and selects the evaluation indexes of highway rescue enterprises according to the characteristics of highway emergency and the characteristics of highway industry,the evaluation index system is determined.The evaluation index system includes one target layer:Rescue Enterprise Capability A,five criteria layer:Human Resource B1,equipment configuration B2,emergency rescue information communication B3,emergency rescue response efficiency B4,Enterprise Management B5;20 indicator layers:Number of rescue personnel C1,proportion of Professionals C2,mechanical operation Skills C3,field command C4,complete equipment type C5,equipment performance stability C6,Equipment continuous supply capability C7,Rationality of the ratio of different equipments C8,event information collection C9,information communication C10,information execution accuracy C11,emergency communication equipment support C12,the Time-consuming of event discovery C13,Time-consuming to get to the scene C14,working time on the scene C15,effect of event handling C16,length of responsible road section C17,emergency response plan scenario for emergency C18,clarity of work responsibility C19,emergency training exercise C20.Then,the weight of each index is determined by constructing comparison Matrix,calculating index weight and consistency checking.At last,the model of the Highway Emergency Rescue Enterprise Capability Evaluation System is established according to the procedure of the model and comprehensive evaluation model,including the mold and the Evaluation Matrix,mold and the relationship Matrix and the first and second index of the evaluation model and evaluation of the results of the calculation method.According to the evaluation system,the evaluation of the ability of the highway emergency rescue corporates in Guizhou Province can help the highway adminstrations realize the business level of the rescue corporates,the paper also puts forward some suggestions on how to rectify the unqualified corporates,and makes a more accurate choice to the emergency rescue corporates after the accident,which is helpful to improve the timeliness and effectiveness of the highway rescue.It has a positive effect on improving the present situation of emergency rescue of expressway,and the results of this paper have an important guiding role in regulating the corporates of highway emergency rescue.
