| Water diversion project is an important strategic project to solve the uneven spatial and temporal distribution of water resource in China,and contributes to the social and economic development of water source area and water receiving area,and the benefits of project management department.Water diversion project change the ownership of water rights by diverting water resources,but most water diversion projects are led by the government during the operation stage,and cannot achieve complete market-oriented trading of resources.Considering that the water resource of water transfer project have the characteristics of commodity trading,and water resource trading has become one of the important directions of water resource management reform and development.Therefore,it is necessary to verify the feasibility of market-oriented trading of water resource,and seek the optimal strategy of market trading to realize free trading under the market mechanism of water resource trading of water diversion project.Taking the middle route of the South-to-North Water Diversion Project as the research object,and taking the economic development of the water source area and the receiving area and the income of the project management department as the starting point,the dynamic model of the water transfer system between the water source area,the water transmission guarantee of the project management department,and the water shortage in the receiving area was constructed,and the feasibility of market-oriented transaction was verified through the relationship between supply and demand.In addition,a multi-stakeholder evolution game model is established between the water source area-the engineering management department-water user in the transaction,the evolution stability strategy of the three-party transaction is analyzed,the impact of key parameter values on the evolution direction and time consumption is simulated.The results show that:(1)The changes in the total water supply of the water source area and the water shortage in the receiving area are the key factors affecting the market-oriented trading mechanism of water resource,and when the coefficient of change of water shortage is 1.2589 and the total water supply of the water source area is 17,765.80 million m~3,the output value of the water source area is expanded by 10times,the yield of the project management department is increased by 17.12%,the GDP growth of the water source area is increased by 48.52%,and the promotion degree of the market-oriented trading mechanism of water resources is increased to99.95%.That is,the ratio of water supply and demand is close to 1,which proves that the market-oriented mechanism of water resources is feasible;(2)In order to achieve a stable state of market-oriented trading of water resources,the strategy adopted by each entity should be as follows:(good water supplied by water source area,sufficient water supplied by project management department,and water users according to supply of water),at the same time,the scope of constraints on the formulation of water prices by project management departments and water prices in water source areas is given.The research results further verify the feasibility of market-oriented trading of water resources in water transfer projects in theory,and can also provide reference for the implementation of the market-oriented trading mechanism of water resources trading in the middle route of the South-to-North Water Diversion Project,and provide reference for water resources trading of other cross-basin water transfer projects. |
