| Water diversion project is an important strategic project to solve the mismatch of water and soil resources in China,which plays a role in realizing the rational development and utilization of water resources and the redistribution of water resources.As a cross-basin water transfer project,the Middle Route of the South-to-North Water Diversion Project has made great contributions to water resources redeployment and the social-economic development of the receiving areas.However,with the sustainable and stable development of the water receiving area,the water source area not only transfers the amount of water resources,but also is restricted by the social and economic development due to the protection of water quality.Therefore,the attributes of public goods and externalities derived from water resources can easily lead to uneven interests and unbalanced development between water source area and water receiving area,which is not conducive to the realization of the value of water diversion projects and the overall stability and progress of society.Therefore,it is necessary to explore the game relationship between multiple stakeholders in the process of ensuring the sustainable operation of the water diversion project,and to realize the project value and the overall development of the society by clarifying the key links of interest balance,putting forward a targeted solution,and promoting the cooperation of stakeholders.This study takes the Middle Route of the South-to-North Water Diversion Project as the research object,analyzes the characteristics of the stakeholders from the perspective of the water source area and the water receiving area of the water transfer project,and establishes the evolutionary game model of the water source area and the water receiving area of the large-scale water transfer project under the influence of the market,analyzes their evolutionary stability strategies in water source quality protection,and uses Matlab software to simulate and analyze the influence of different initial parameters on the strategy selection of game players.And get the key factors influencing the strategy,and the calculation of key factors to determine methods present situation analysis and comparison,based on the analysis method of difference,targeted to improve accounting methods,To accurately promote the evolution of the game strategy to provide a strong support for the stability.The results show that(protection,compensation)strategy is the optimal strategy to realize the stable development of water diversion project,therefore,the key factor for the cooperation between the water source area and the water receiving area is the reasonable eco-compensation standard.At present,the commonly used eco-compensation standard accounting methods differ greatly in mechanism and compensation amount,which cannot be unified,and is not conducive to acceptance by both parties.Therefore,this study introduces the market value of water resources,the internal revenue of the water source area and government financial support parameters to improve the accounting method,compared with the original eco-compensation standard,the improved method reduces the average deviation of per capita income between the water source area and the reference area by 53.12%,and improves the satisfaction of both the water receiving area and the water source area.Suggestions for the establishment of an eco-compensation mechanism for water source protection in water diversion projects from three aspects: a multi-stakeholder consultation mechanism,a compensation standard consultation mechanism and a compensation implementation supervision mechanism.The research results further improve the theory of eco-compensation for water source protection of water diversion project in theory,and can also support the implementation of eco-compensation for water source protection in the Middle Route of South to North Water Diversion Project,and provide a reference for similar water diversion projects. |
