Development Evaluation And Effects Study Of Urban Public Infrastructure In Chengdu-Chongqing Economic Circle From The Perspective Of Social Well-Being

The Chengdu-Chongqing economic circle is an important engine for high-quality development in western China.The infrastructure is the short board of development of the Chengdu-Chongqing economic circle,according to A Master Plan for the ChengduChongqing Economic Circle issued by the Central Committee of the Communist Party of China and the State Council in 2021.It is the practical need to make up for the shortcomings in the development of the Chengdu-Chongqing economic circle that to explore the development level of urban public infrastructure,to identify the key factors affecting its development,and to clarify its multi-dimensional effects based on the social welfare.And it is also the inevitable requirement to promote the development of the Chengdu-Chongqing economic circle and to improve the high-quality development in China.Taking the ChengduChongqing economic circle as the research area,this paper provides a comprehensive analysis of its urban public infrastructure.First at all,an evaluation index system of urban public infrastructure system is constructed to comprehensively evaluate the development of urban public infrastructure in the Chengdu-Chongqing economic circle with social welfare as the guide.And its spatial characteristics and spatio-temporal evolution trajectory are explored through the spatial analysis tool of the software Arc GIS10.6.Next,an attribution analysis is conducted through the GTWR model to identify the key factors.And then,the multi-dimensional effects are analyzed by the appropriate model selected by F-test and Hausman Test.Finally,empirical research and verification are conducted on residents’ satisfaction and effect perceptions of urban public infrastructure in the Chengdu-Chongqing economic circle.The results are as follows.Firstly,the development level of urban public infrastructure in the Chengdu-Chongqing economic circle is relatively low,but continues to improve steadily between 2016 and 2020,and the development prospect is positive,with Chengdu and Chongqing as the leading cities.Urban public infrastructure in the Chengdu-Chongqing economic circle has a random distribution pattern in space,without significant hot and cold spots,and the leading cities have no radiation effect.Secondly,the development of urban public infrastructure system can be significantly improved by government management,while the promotion effect of industrial structure and urbanization rate is relatively weak,of economic level is extremely weak,and population density and resource base have some negative effects on it.Thirdly,infrastructures of transportation,education,telecommunications and post have significant positive economic effects;of medical,environmental protection,telecommunications and post have significant positive social effects;of environment protection,telecommunications and post have significant positive environmental effects,and education infrastructure has negative environmental effects.And finally,residents’ satisfaction with the city’s public infrastructure is relatively high,in the range of general to satisfaction,and more inclined to satisfaction.The results of the research on the effect perception show that the residents’ perception of the economic effects of urban public infrastructure is relatively weak,while the social and environmental effects are stronger.In general,the development level of urban public infrastructure in the ChengduChongqing economic zone is relatively low,with no agglomeration effect has been formed spatially.But it has positive development trend and government management can significantly promote its development.Among the six types of infrastructures,the infrastructures of telecommunications and post have significant multi-dimensional effects,and the multi-dimensional effects of energy need to be strengthened.Residents are more satisfied with urban public infrastructure,with stronger perceptions of its social and environmental effects and weaker perceptions of its economic effects.
