Research On Policy Implementation Of New Energy Wind Power Industry In Z City

As an energy source,wind energy is a green,non-polluting and renewable energy source that has been used by humans for a long time.As the "carbon neutral" target date draws nearer,more precise and relevant policies are needed to support the development of the wind power industry.In order to achieve the high-quality development of wind power industry in Z City,through in-depth analysis of the obstacles faced by Z city in the implementation of new energy wind power industry policy and the reasons behind it,this paper systematically reviews and analyzes the relevant domestic and foreign literature,takes the implementation of new energy wind power industry policy in Z city as the research object,and analyzes the current situation of the implementation of new energy wind power industry policy in Z city on the basis of empirical investigation.Then,based on the current situation of implementation and the problems arising in implementation,the Horn-Mitte theoretical model is applied to analyse the causes from six aspects: policy objectives and standards,policy resources,policy implementation mode,characteristics of policy implementation institutions,systematic environment of policies,and value orientation of implementers.That is,deviations in target orientation,insufficient implementation power,restricted implementation modes of implementing agencies,lack of supervision of policy implementation,and irregularities in the process of granting policy support funds.Finally,based on the analysis of the problems and causes,countermeasures are proposed from the following five aspects: accurately grasp the target positioning of industrial policies,optimise the implementation mode of implementing agencies,improve the implementation capacity of implementers,strengthen the supervision of industrial policy implementation,and further improve supporting policies,so as to optimise the effect of policy implementation.
