Life cycle cost risk of high-speed railway project,Changing our way of life has driven the growth of direct passenger flow in large and medium-sized cities,and strengthened the intracity effect.In addition,the high-speed railway has also driven the economic development of the surrounding areas,enhanced the radiation effect of the central city on the surrounding cities,and achieved the integration of transportation and multiple industries,and raised the vitality and power of China’s economy.At present,China’s investment in high-speed rail projects has gradually increased,and the competition in the high-speed rail construction market has become increasingly fierce.Moreover,high-speed rail projects have long cycle,large scale,and high risk,resulting in low investment income in the whole life cycle of high-speed projects.Therefore,in order to reduce the loss of high-speed railway projects,we must start with the total cost of the project,strengthen the project cost risk management step by step from each stage of the project to the whole project,and improve the income level of high-speed railway projects.This thesis takes the life cycle cost risk management of high-speed railway project as the research object,starting from the perspective of project investors.First of all,it discusses the research background,the purpose and significance of the topic,and studies and collates the domestic and foreign literature to clarify the research content,methods and technical route;Secondly,it analyzes the relevant theories of life cycle cost risk management of high-speed railway projects,including: life cycle theory,risk and risk management theory and main research methods;Thirdly,analyze the cost management content of the four stages of the whole life cycle of high-speed railway project(decision-making stage,investment stage,construction stage and operation stage),and establish the initial system of cost risk assessment indicators for the whole life cycle of high-speed railway project.The indicators were screened by questionnaire,and the reliability and validity of the indicators were analyzed by SPSS.28.0 to finally determine the indicator system;Fourth,G1-COWA algorithm is used to determine the weight and matter-element extension model is used for evaluation;Finally,we use the index system and mathematical model mentioned above to carry out practical operation on the risk assessment of the life cycle cost of high-speed railway projects,analyze the case results,and give corresponding risk management suggestions.Through the research of this subject,it is expected to provide theoretical and practical reference for the risk management of the life cycle cost of high-speed rail projects,promote the development of high-speed rail projects,and improve the social and economic benefits of high-speed rail projects.
