Study On Social Benefit Evaluation Of Public Water Conservancy Project Based On AHP-FCE

As a national infrastructure,the construction,operation and management of public water conservancy projects are often accompanied by huge comprehensive benefits,which plays a decisive role in maintaining regional social stability and promoting the development of national economy.In the 14 th Five-Year Plan,it is clearly pointed out that in the next five years,the level of social civilization will be further improved and the ecological civilization will make new progress.This requires that while taking into account the economic and other benefits,the social benefits of water conservancy projects should be highlighted.Therefore,the research on the social benefits of public water conservancy projects becomes particularly important.The main object of this thesis is the social benefits of Sanshenggong Hydraulic project,rather than the overall comprehensive benefits of the hub project,which is innovative in the selection of research objects.The focus of this paper is to evaluate the social benefits of the hub project.According to the characteristics of Sanshenggong water conservancy project,a set of social benefits evaluation index system is established,and each index is quantitatively described.Finally,AHP and fuzzy comprehensive evaluation are used to make a quantitative analysis of the social benefits of the project,and the final evaluation conclusion is obtained by combining the quantitative description results.Based on the new public service theory,field survey results and evaluation conclusions,In this paper,it is pointed out that there are five existing problems in the development of social benefits of hub project: the management organization not only wants to serve but also wants to "take the helm",the management organization does not pay enough attention to personnel training,the management work lacks necessary democracy,the implementation of ecological improvement and cultural transmission responsibility is not enough,and the promotion of public benefits of the project is still lacking.In the analysis of the reasons,it is carried out from five aspects: the lack of understanding of the new management system,the neglect of the education and training of talents,the failure to establish a communication and coordination mechanism with citizens,the lack of ecological environment and cultural construction and the serious aging of engineering facilities and equipment.Finally,combined with the current development background of The Times,ten specific countermeasures and suggestions are put forward from the following four aspects: focusing on social benefits,earnestly fulfilling responsibilities,renewing service concept,strengthening full participation,optimizing democratic system,constructing supervision mechanism,insisting on co-governance and sharing and attaching importance to scientific and technological guidance.It is expected that by implementing the above countermeasures and suggestions one by one,the hub project can maximize its social benefits.
