Since the founding of New China,China has built a large number of reservoirs,and is one of the countries with the largest number of reservoirs in the world.Reservoirs play an important role in China’s national economy and social development,and have a pivotal position,playing an irreplaceable role in national economic development,water resources allocation,energy supply,safety and disaster prevention,ecological environmental protection.However,with the increase of the use of years,reservoir siltation problem is also more common,most reservoirs have different degrees of siltation,which seriously affects the normal function of reservoirs,and even become a major hidden danger to the safety of people’s lives and property downstream.Therefore,it is urgent to take dredging and dredging measures to restore the reservoir capacity,and at the same time,it is necessary to have a comprehensive understanding of the benefits of reservoir dredging as a whole system,so as to provide a reference basis for the promotion of dredging in the future.In this paper,firstly,literature search method and field research method were used to select the indicators of reservoir dredging benefits at all levels,forming a three-tier index hierarchy.The comprehensive benefits of dredging are divided into three dimensions,economic benefits,social benefits and ecological and environmental benefits,and further subdivided into indicator layers consisting of 22 specific benefit indicators.Then two sets of combined weights are derived by using the fuzzy hierarchical analysis method combined with the improved CRITIC method and the information sensitivity method in turn under the ideal point principle,and finally a cloud model is used to comprehensively evaluate and visualize the reservoir dredging benefits on the basis of the obtained weights.The following conclusions were drawn from the study:(1)The reservoir dredging benefit evaluation index system can be composed of three layers,the target layer is the comprehensive benefit,the criterion layer is the economic benefit,social benefit and ecological benefit,and the index layer is 22 specific indicators.(2)Comparing the weights obtained from the improved CRITIC and the traditional CRITIC,the difference between the two is not large,and the improved CRITIC is easy to calculate,which shows the accuracy and advancedness of the improved CRITIC.(3)The two sets of combined weights of fuzzy hierarchical analysis-improved CRITIC and fuzzy hierarchical analysis-information sensitivity are highly consistent,and the weights of the main indicators for information sensitivity screening are similar to the combined weight ranking.It indicates that the two combination weighting methods are reasonable and accurate,and the weights of both main indicators and overall indicators are credible.(4)Using the cloud model,both sets of combined weights are ranked as follows: economic benefit > social benefit > ecological benefit.Both combined benefits are between lesser benefits and general benefits,indicating the existence of fuzzy and complex characteristics of the benefits of dredging in reservoir H.Based on the above conclusions,this study can provide a theoretical reference for the evaluation of dredging project benefits,with a view to promoting reservoir capacity restoration. |
