Energy is the material basis for human survival and development,the driving force of social and economic development,and the foundation of civilized society,and is directly related to the level of people’s living standards.In order to cope with climate change and realize China’s energy transition,China has proposed a major strategic decision of "achieving carbon peak by 2030 and carbon neutrality by 2060".With its advantages of flexibility,convenience,green and high efficiency,distributed PV is an important way to achieve China’s energy transition and dual carbon goals.As a market-based financing mechanism for energy-saving renovation,Energy performance contract is also an effective way to promote energy saving and energy transformation,which is of great significance for energy saving and emission reduction in China.The effective combination of distributed PV and Energy performance contract projects has created a new spark that can provide strong support for energy saving and emission reduction for enterprises and energy transformation in China.During the implementation of distributed PV energy performance contract projects,the design of an effective and reasonable cooperation mechanism is the basis and core of the smooth implementation of the project and is related to the success or failure of the project.This paper addresses the lack of theoretical and methodological support for the design of the cooperation model and the design of the benefit sharing mechanism during the implementation of distributed PV energy performance contract projects,and systematically investigates the methods for the design of the cooperation mechanism of distributed PV energy performance contract projects.The purpose of this paper is to build a systematic design method for the cooperation mechanism of distributed PV energy performance contract projects,which mainly includes the design method for the cooperation model of distributed PV energy performance contract projects and the design method for the benefit sharing mechanism.This study helps the smooth implementation of distributed photovoltaic energy performance contract projects,and also provides a reference for the efficient implementation of related contract energy management projects to help China achieve the goal of "double carbon".The main results obtained from the study in this paper are:(1)The design method of distributed PV energy performance contract project cooperation model was constructed.Firstly,based on literature research and expert interviews,a decision index system for distributed PV energy performance contract projects was constructed from three aspects: energy-using units,energy-saving service companies,economy and environment.Subsequently,an interval intuitionistic fuzzy group decision theory was used to construct a decision model for the cooperative model of distributed PV energy performance contract projects.On this basis,the model is applied to the distributed PV energy performance contract project of the third wastewater treatment plant in Sui County as an example,and the feasibility and rationality of the constructed model are verified.Thus,the method of designing the cooperation model of distributed PV energy performance contract project is systematically constructed.(2)The design method of revenue sharing mechanism for distributed PV energy performance contract projects is proposed.First,based on the revenue sharing theory and game theory,the revenue sharing model of distributed PV energy performance contract project is constructed considering the subject’s fair preference.Subsequently,the optimal revenue sharing coefficient is obtained using the inverse solution.On this basis,the key elements affecting the design of the revenue sharing mechanism are analyzed by simulation based on the example of the distributed PV energy performance contract project of the third wastewater treatment plant in Sui County.It is found that both parties’ benefit sharing coefficients are positively proportional to their own equity preferences,while one party’s equity preferences constrain the other party’s sharing coefficients.The revenue sharing coefficient of the energy service company is positively proportional to its own initial investment in the distributed PV energy performance contract project,the investment utility factor and its own technology level,and inversely proportional to its own effort cost factor. |
