| With the intensification of global climate change,the continuous rise of climate risk,and the frequent occurrence of extreme rainstorm,water conservancy projects,as a tool for disaster prevention and reduction,play an increasingly important role in flood and drought prevention,flood control and flood prevention.When dealing with extreme rainstorm,water conservancy projects in many places face severe challenges in flood control engineering system,defense awareness,system and mechanism,etc.In the context of extensive emergency management methods,relatively weak response capabilities,and relatively backward information construction,water conservancy engineering management units urgently need to actively change their thinking and optimize management methods.By establishing a full cycle management system in advance,during,and after the event,a new model of flood control and disaster reduction emergency management should be created.C Reservoir is a national key flood control reservoir,downstream of which is the main urban area of the city,responsible for important functions such as flood control and emergency water supply in provincial capital cities.The analysis of emergency management for extreme rainstorm in reservoir C is of great significance to project safety,downstream important facilities safety,urban safety and watershed ecological safety.Through the analysis of the emergency management mode of reservoir C under extreme rainstorm,it is found that the implementation of the responsibility system is not effective,the construction capacity of the "four pre" is low,the response linkage is not practical,and the emergency response capacity is insufficient.On this basis,the reasons for the need to strengthen risk prevention awareness,promote the construction of the "four pre" capabilities,urgently integrate response linkage,and strengthen emergency rescue capabilities are analyzed.From the perspective of emergency management,using life cycle theory,collaborative governance theory,propose strategies to further improve reservoir emergency management work and provide suggestions: improve the flood control system,enhance the "four pre" construction capacity,improve the collaborative linkage mechanism,and enhance the handling guarantee capacity.Improve reservoir emergency management capability and flood disaster emergency management level by controlling all response links of extreme rainstorm and other emergencies.Due to the unique geographical location of Reservoir C,enhancing the emergency management capability of the reservoir can provide a safe and stable guarantee for the safety of reservoir engineering and downstream people’s lives and property,which is of great significance for urban flood control.The analysis and summary of practical experience in emergency management of Reservoir C is also applicable to other similar reservoirs in the Huaihe River Basin,and can provide useful reference for emergency management of other reservoirs with similar functions. |
