Research On The Performance Evaluation Index System Of The Operation Period Of The Integrated Water System Management PPP Project

The comprehensive water system management project has a typical public welfare nature.In the past,the comprehensive water system management projects were usually led by the government,and the project approval,construction and operation were all undertaken by the government.In recent years,the drainage comprehensive treatment project adopts the PPP model,the introduction of social capital,signed a cooperation agreement with the government,in the form of contract to establish the government and social capital "win-win,sharing" cooperation relations,not only can alleviate the government financial burden,can also be social capital in financing and construction management of professional technical advantages into full play,so as to improve the efficiency of the project.The cooperation period of comprehensive water system management projects under PPP mode is usually more than 10 years,and the operation and maintenance period of the project is long and there are many influencing factors.It is of important application value to carry out the operation performance evaluation of comprehensive water system management PPP projects.The main research elements of this thesis are as follows:First of all,the development of PPP projects in China and the performance evaluation status of PPP projects during the operation period are briefly summarized.Systematically summarize and summarize the relevant research of domestic and foreign experts and scholars,in-depth understanding of the relevant practice,and found that the current performance evaluation theory in the operation period of PPP projects is mostly aimed at all PPP projects,with few water system management projects.Based on this,the research content and method of this paper are proposed,and the technical route is designed.Secondly,the performance objectives of stakeholders are analyzed through the relevant concepts of PPP,VFM evaluation ideas,and the theoretical basis of PPP performance evaluation,combined with the characteristics of PPP projects.Discuss the application of VFM thought in the performance evaluation of PPP projects,and clarify the evaluation object,evaluation point and the implementation subject of performance evaluation in this paper.Thirdly,follow the principle of "5E"(i.e.,Economy,Efficiency,Effectiveness,Equality,Environmentalism),combined with the characteristics of the project selected six strategic target preliminary identify performance evaluation index,then through the literature research and key performance index method,build based on VFM comprehensive of the PPP project operation performance evaluation index system.The combination of entropy weight method and DEMATEL is used to calculate the index weight,and the performance evaluation model is established by using the interval hesitation fuzzy set theory.Finally,taking the PPP project of comprehensive water system management in a certain area of Cangshan,Fuzhou as an example,the performance evaluation index system of the PPP project constructed in this paper,and the performance of the project in the operation period is evaluated by using the theory of hesitation and fuzzy set.The evaluation results are consistent with the actual situation.According to the deficiencies found in the case analysis,the countermeasures and suggestions for improving the management of the project operation period are put forward,which verifies the feasibility and applicability of the constructed index system by examples.In this paper,combined with the interests of the PPP project,based on the core idea of VFM,combined with the principle of 5E,fully considering the characteristics of the complex and diversity of drainage comprehensive treatment project,construct the performance evaluation index system of output,management and effect,and take the actual project as an example to carry out performance evaluation.The empirical results show that the performance evaluation index system is effective to provide theoretical guidance for the promotion and application of drainage comprehensive treatment PPP project.The final analysis results can provide reference for the performance evaluation and operation management of PPP water system comprehensive management PPP project,and lay a theoretical foundation for PPP PPP water system comprehensive management PPP project to effectively serve the society.
