The Research On Rural Road Maintenance Management Based On PDCA Management Mode

With the rapid development of China’s economy,the total mileage of rural roads increases rapidly,and the maintenance and management problems of rural roads emerge endlessly.The PDCA management mode(Namely,Plan-Do-Check-Act cycle management mode,a management tool that promotes work operation and achieves goals efficiently by planning,implementing Do,checking Check and improving Act4 stages)has the characteristics of circular optimization.Through the cyclic operation of the four stages of planning,implementation,inspection and improvement,it can effectively solve a variety of rural road maintenance and management problems and improve the maintenance and management level.At present,there are a lot of researches on rural road maintenance and management at home and abroad,mainly aiming at the problem analysis and countermeasure research,and using mathematical model and experimental operation to explore the effective methods of rural road maintenance and management.The research of PDCA management mode is mainly applied to medical management and enterprise management,and there are few researches on the application of PDCA management mode to rural road maintenance management.In order to verify the feasibility and effectiveness of PDCA management mode applied to rural road maintenance and management,this paper explores whether PDCA management mode can solve rural road maintenance and management problems and improve management efficiency through theoretical and practical analysis.The main research contents are as follows:(1)Comprehensively collected data on rural road maintenance management and PDCA management mode through multiple channels,comprehensively summarized and analyzed relevant literature and materials on rural road maintenance management and PDCA management mode at home and abroad,and fully compared the differences between various rural road maintenance management modes at home and abroad.Review the research status of PDCA management model at home and abroad.After comprehensive analysis,the application of PDCA management mode in rural road maintenance management at home and abroad is very few.(2)Summarized and analyzed the advantages of PDCA management mode applied to rural road maintenance management,and compared and analyzed the differences before and after PDCA management mode applied to rural road maintenance management.Fuzzy comprehensive evaluation method was used to quantify the effect before and after the use of PDCA management mode,and the evaluation result before the use of PDCA management mode was good,and the evaluation result after the use of PDCA management mode was excellent.The results showed that PDCA management mode had obvious improvement effect on various levels of rural road maintenance and management.(3)Analyze the problems existing in rural road maintenance and management of different administrative departments,propose solutions to the problems such as shortage of maintenance funds and environmental pollution by using PDCA management mode,summarize and analyze the operation mode of PDCA management mode,and optimize the rural road maintenance and management method through its four stages of planning,implementation,inspection and improvement.Reduce the hidden dangers of rural road problems.(4)The application of PDCA management mode in the management and maintenance of rural roads in Han Shan County was analyzed as a specific case,the key issues of each link were sorted out from point to point,and the economic,ecological and social benefits of rural road maintenance and management of PDCA management mode were analyzed in detail.The results showed that,compared with the traditional maintenance and management mode,The project cost consumption of PDCA management mode is reduced,the quality level is increased,and a number of benefit indicators are optimized obviously.China’s rural road maintenance management not only needs to learn the excellent experience and practice of road maintenance management at home and abroad,but also needs to open up ideas,explore new technologies,new methods,new models to make up for the shortcomings of domestic rural road maintenance management.In addition to the active introduction and use of domestic and foreign maintenance management of high technology,but also closely combined with the characteristics of China’s rural road and market development requirements to choose the appropriate daily management mode.Reasonable and full use of the characteristics of PDCA management mode of circular upgrading,integrate it into the maintenance and management of rural roads,through its own continuous upgrading and optimization,solve many maintenance and management problems of rural roads,improve work efficiency and service level,and bring good economic,ecological and social benefits.
