Study On Rural Highway Maintenance Production Safety Management System Of Zhejiang Province

Rural highway as an important part of the road network, it plays an irreplaceable rolein the transportation system.in the view of economic development, rural highway canpromote the communication between the urban and rural areas, Speed up the constructionof rural economy, and promote urban-rural integration process. In recent years, ruralhighway construction has achieved a series of results in Zhejiang Province, and basicallyrealized the village and the village interlinked projects. But the situation is very commonthat emphasizing on rural road construction and contempting rural road maintenance. Sorural highway can only use less time which is a great waste of resources. As a Result it hasa negative effect on the economic and social development in rural areas. The relevantdepartments have paid more attention to these problems. At present, Zhejiang provinceformulates the Measures for the Administration of rural highway maintenance managementsystem, and defines the master of the rural highway maintenance and Sources ofconservation funding. In the management of rural highway maintenance, as theinfrastructure is not perfect, Safety investment is insufficient; plus conservation safetymanagement system is inadequate; which is very likely to cause a safety hazard and theaccidents of conservation production. Therefore it is very necessary to propose the keytechnology of the rural highway maintenance safety production management and to buildthe safe production management system.This article comes from the cooperation projects of the Zhejiang ProvincialDepartment of Transportation, the reality of the rural highway of Zhejiang Province,practical research, literature review, and expert advice. In addition, the article is alsocombined with the security system engineering theory. analyze the characteristics of ruralroad maintenance and the present management of conservation production safety; explicaterural traffic characteristics; find the problems that are encountered in the conservationmanagement of production safety rural highway; and explore the trend of rural roadmaintenance safety production management. Proposing the key technology of rural road maintenance management of safeproduction basing on the security systems engineering principles, such as the riskprediction in the conservation of production, incident management, safety managementevaluation and accident warning.The build of the rural road maintenance safety management system in ZhejiangProvince defines the objectives and the overall framework of the management system.Then it proposes the path to update the system continuously and implement the proposesspecifically from the competent government departments and conservation of theenterprises,it is reference significance that to do a good job of rural highway maintenancemanagement of safety in production.
