| With the rapid expansion of urban construction land and the increasing shortage of various natural resources,the contradiction between them only increases.Under the background of the growing new era,the imbalance and uncoordinated contradiction between resource utilization,economic and social development and ecological environment protection is obvious,and there is still a long way to go to a sustainable resource-based city.In the field of domestic natural resources,this paper selects five types of natural resources elements,namely water resources,forestry,ocean,minerals and land,and involves 1023 social management matters,including 80 licensing matters of space development and protection,involving 27 types of land space planning.By looking for the important industry laws and regulations related to five kinds of resources,we can deduce the social management affairs currently controlled by various industries,and extract the administrative licensing matters related to space construction.On this basis,we can find the plans or elements corresponding to the licensing matters,and then understand the current governance structure of five kinds of resource elements.All walks of life had a set of self-contained administrative licensing rules before the reform of land and space planning promoted the integration of multiple regulations,which was relatively mature after years of operation.However,many industries have relatively macro development plans,and the planning system supporting licenses is relatively weak except for land and urban construction planning,especially detailed planning,and there is basically no systematic concept of detailed planning.Part of the license is in the form of one thing and one discussion,and the technical elements used are also scattered and separated.Therefore,it is necessary to integrate the special detailed plans scattered in various industries and departments into a "comprehensive detailed plan(a map)" for the construction management permits issued by different departments,and establish a detailed planning system with unified technical requirements based on various special detailed plans in the field of natural resources,which will become the direct basis for the concrete implementation of all kinds of permits,and this is also a problem that should be paid attention to in the next step of land space planning and management reform.Focus on how land spatial planning,especially detailed planning,supports administrative licensing management in five major resource areas.Focus on the study of the internal coordination between special planning and detailed planning in the five major resource areas of land and space. |
