Research On The Application Of Balanced Scorecard In Performance Evaluation Of HY PPP Project

PPP mode rose in 2014 in China and then developed rapidly.The application of this new financing mode in China can not only highlight the effectiveness of the market mechanism,but also greatly improve the level of public services provided by the government.In 2013,general secretary xi jinping proposed the concept of "sponge city" in a central urbanization work."Sponge city" is a new generation of urban operation and construction related to urban rain flood management concept,also known as "water elastic city".In the process of the sponge construction of city,we must under the premise of respect for ecological environment protection,the natural and artificial combination,through a series of ways and measures to improve the safety performance of city drains,will accumulate in the urban area of rain through scientific means of penetration,purification,so as to achieve the purpose of developing rainwater resources and protect the environment.Due to their promotion effect on urban construction,many Chinese cities began to try to apply PPP mode to the related construction of sponge cities.In the actual "sponge city" PPP projects,whether the use of PPP mode really improves the level and efficiency of government public services.This requires the performance evaluation of each PPP project.Therefore,this article with W city city sponge HY the PPP project as the object of evaluation,contact the balanced scorecard concept,with the theoretical basis of the PPP project performance evaluation related concepts,from the present situation of HY the PPP project performance evaluation,the balanced scorecard in HY the PPP project performance evaluation in the practical application,the balanced scorecard in the PPP project optimization Suggestions of performance evaluation of several aspects analysis.This paper first introduces the background and significance of relevant research,and then sorts out relevant literature on balanced scorecard and performance evaluation of PPP projects at home and abroad,and then makes a comprehensive analysis and summary of relevant research at home and abroad.Based on "the PPP mode","balanced scorecard",three basic concept of "the PPP project performance evaluation" and "public goods theory","4 e theory","stakeholders" theory as the background,and then according to the basic situation of HY the PPP project,summarizes the balanced scorecard in HY the feasibility and necessity of application of the PPP projects,using analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method,constructs the HY the PPP project performance evaluation index system,the evaluation results are further analyzed.Therefore,it is of great practical significance to use BSC to evaluate the performance of PPP projects and reflect their actual performance.
