Evaluation And Strategy Research On Safety Management Of Small Reservoir Operation

There are a large number of small reservoirs in China,most of which have been built for a long time.Due to their low construction level,poor construction quality,imperfect facilities,siltation in the reservoir area,and ineffective maintenance in the later period,reservoir operation safety accidents occur from time to time,which have a huge impact on the protection of agricultural water in the basin,and cause irreversible economic and environmental damage.Threatening the lives and property of hundreds of people.At present,domestic research mainly focuses on the safety hazards of small reservoirs,dam break cases,risk assessment and safety management,and there is a lack of quantitative assessment system and applicable model,so it is urgent to further study the operation safety management of small reservoirs.In this paper,the status quo of operation safety of small reservoirs and obstacles to operation safety of small reservoirs are studied:(1)The status quo and influencing factors of operation safety management of small reservoirs are analyzed.Combined with the collected data,this paper analyzes the current situation of the operation safety management of small reservoirs,and then compares the statistical data of dam break from 2000 to 2021,reveals the obstacles to the operation safety of small reservoirs,and reveals the existing problems in the operation safety of small reservoirs.(2)A small reservoir operation safety management evaluation model is constructed.On the basis of the analysis of obstacles to the operation safety of small reservoirs,the frequency analysis method is used to select the operation safety indicators of small reservoirs,and the indicators are screened,and finally a set of scientific and reasonable indicator system is constructed.Finally,the evaluation model of the operation safety management of small reservoirs is constructed by combining the AHP analytic hierarchy process.(3)Case analysis.Taking Longtanjian Reservoir in Jiangxi Province as a case,this paper evaluates the operation safety management of Longtanjian Reservoir based on the evaluation model of the operation safety management of small reservoirs,analyzes the results and causes,and proposes countermeasures and suggestions for the operation safety management of small reservoirs on this basis.Through the study of the operation safety process of small reservoirs,the establishment of small reservoirs operation safety management evaluation model can establish the basis for the operation safety of small reservoirs,and put forward perfect countermeasures,which is helpful to enrich the theoretical research on the operation safety of small reservoirs.According to the model established in this paper,the formulation of specific index standards can theoretically support the safety management of small reservoirs,and also provide strong support for government departments to formulate safety construction standards and implementation plans for small reservoirs,so as to reduce safety hazards,reduce the accident rate of small reservoirs,and guarantee rural production and living water.Further promote the improvement of safety management level of water conservancy project operation.
