| At present,China’s urban development is facing a major contradiction between globalization and regionalization.The local and ethnic characteristics contained in historical and cultural cities are gradually being replaced by the "global model" of urban development,leading to the fragmentation of historical relics,differentiation of distinctive features,and degradation of the authenticity of famous cities in China.In recent years,Post evaluation of protection planning for historical and cultural cities has become a hot topic of concern in the planning academia.As an important top-level design that leads the high-quality development of historical and cultural cities,it is urgent for historical and cultural cities to establish a circular development path of "planning implementation evaluation feedback adjustment" to achieve sustainable development of historical and cultural cities.Based on this,this paper takes the theory of cultural integrity as the basis,selects Shou County in Anhui Province as the research object,and adopts the research methods of literature induction,field research,and analytic hierarchy process to build a post evaluation index system covering all elements of historical relics,the whole cycle of planning and implementation,and the participation of multiple subjects in the protection and planning of famous historical and cultural cities,and deeply analyzes the difficulties faced by the protection and development of famous historical and cultural cities in Shou County,And propose corresponding protection,development,and planning guidance strategies based on goal orientation.The results indicate that:(1)The overall protection effect of the historical and cultural city of Shou County is average,and the implementation effectiveness levels of different dimensions are uneven,and further integration and improvement are urgently needed.There are currently the following problems in the protection and development of the historical urban area of Shou County: Firstly,the completeness of the planning content is insufficient,and there is a lack of overall protection awareness;Secondly,there is insufficient guidance and control in the planning and implementation process,and the dynamic regulatory mechanism is not sound,emphasizing only one-way government control and insufficient public participation;Thirdly,the effectiveness of planning implementation is not significant,and the protection and development are not perfect enough.Specifically,issues such as poor overall coordination of urban landscape,insufficient inheritance of intangible culture,insufficient activation and utilization of space,and insufficient infrastructure support are highlighted.(2)Guided by the goal of revitalizing the remains of historical and cultural cities and achieving sustainable development of the ancient city of shou county,a guiding strategy for the protection and development of historical and cultural cities is proposed throughout the planning cycle of "planning content implementation process implementation results".Firstly,refine and improve the content of planning and development,promote the protection of all elements of historical and cultural cities,and enhance the practical operability of protection planning by improving the historical and cultural protection inheritance system and decomposing the implementation of planning hierarchy goals;Secondly,establish and improve the planning and supervision mechanism,promote the collaborative protection of multiple entities,and strengthen the intelligent management and dynamic governance of historical and cultural cities by constructing a management cycle mechanism that links up and down,and innovating the protection and control methods of famous cities;Thirdly,comprehensively promote the comprehensive development of famous cities and achieve dual measures of protection and development,comprehensively enhancing the carrying capacity of historical and cultural cities from aspects such as reshaping traditional styles,protecting intangible cultural heritage projects,activating and utilizing historical buildings,and upgrading infrastructure,and achieving sustainable development of historical and cultural cities.This study is based on the perspective of cultural integrity,combining cultural integrity theory with planning evaluation theory.By analyzing the "Shouxian Historical and Cultural City Protection Plan(2012-2020)",it provides a new perspective for the post evaluation of historical and cultural city protection planning,and also provides reference and reference for the post evaluation and protection development of historical and cultural cities,towns,villages,and historical blocks in other regions.Figure [67] table [32] reference [106]... |
