| The hospital construction project,as a government funded construction project,is a social public welfare undertaking implemented by the government with certain welfare policies,which is related to the health of the people and involves the happiness of thousands of households.It is one of the hot topics highly concerned by society.It not only relates to people’s well-being,but also drives economic development.As a construction project,it has the characteristics of long construction period,large scale,and multiple participants,which leads to many uncertainties.For any engineering construction project,it is necessary to consider both technical feasibility and the needs related to national development,as well as the issues and risks of economic rationality.Applying risk management theory to reasonably predict and control cost risks can further ensure the economic rationality of the project and improve the efficiency of using financial construction funds.This article takes the construction project of a comprehensive building in a hospital in Nanchang as an example,and applies the theory and research methods of risk management to conduct a comprehensive risk analysis of the engineering cost.Firstly,a risk list of 17 cost risk factors for the four stages of planning and decision-making,preparation,implementation,and completion was confirmed through literature analysis and expert scoring.On this basis,an Analytic Hierarchy Process(AHP)model was constructed to determine the weight of each risk factor through the Analytic Hierarchy Process(AHP),and each risk factor was divided into three risk levels based on the comprehensive weight.Secondly,based on expert scoring,the fuzzy comprehensive evaluation method is used to determine the overall cost risk level of a comprehensive building construction project in a hospital in Nanchang as a general risk level.At the same time,the impact of the four stages on project cost is ranked in descending order: preparation stage 38.64%,planning and decision-making stage 34.59%,implementation stage 20.8%,and completion stage 5.97%.Finally,based on the overall construction project of a comprehensive building in a hospital in Nanchang,three measures and suggestions for controlling engineering costs from a global perspective were proposed,including selecting a reasonable engineering project management mode,promoting information technology methods,and constructing a full process cost management system.In the planning and decision-making stage,it is important to attach importance to the preparation of decision-making related documents,and reasonably determine the project location and scale.In the preparation stage,it is necessary to conduct detailed geological exploration,improve design quality to ensure that the design depth meets the standards,strictly control the quality of design budget and construction drawing budget preparation,and standardize the contract risk management system.In the implementation stage,it is necessary to strictly control the project change,reasonably carry out the project visa,and well control the project quality before,during and after the event. |
