Research On The Owner’s Quality Management Ability Under The EPC Mode

In recent years,with the issuance and implementation of a series of national incentive policy documents,China’s engineering general contracting model has entered a new stage of development.However,with the development of the engineering general contracting model,quality management issues have become increasingly frequent.The main reason is that the owner’s own quality management ability is not sound.Therefore,this article mainly focuses on the research of the owner’s quality management ability in engineering general contracting projects.Firstly,by studying the relevant theoretical knowledge of the engineering general contracting model and the research methods selected in this article,and analyzing the literature related to the engineering general contracting model and quality management ability from the perspective of the owner,after conducting interviews with 10 experts in the industry,12 quality management abilities of the owner were summarized.Then,based on the attributes of management ability,the 12 abilities were classified into planning ability,organizational planning ability Division of control ability and ability to provide basic conditions.Then,based on the analyzed capabilities,an evaluation system for the quality management capability indicators of the owner side of the engineering general contracting project was established,and an expert opinion questionnaire on the quality capability of the owner side of the engineering general contracting project was developed using this model.After evaluating and scoring the indicators by experts,the original calculation model was obtained.The weight of quality management ability was calculated using a combination of subjective and objective evaluation methods,and the top 5 abilities with the highest proportion were determined.Finally,through in-depth analysis of typical engineering general contracting cases,the results of the analysis were verified one by one,further providing practical support for the viewpoints of this study.After research,it has been concluded that the key capabilities of the owner’s quality management in engineering general contracting projects are the ability to set quality objectives,the ability to make payments,the ability to formulate contract terms,the ability to control personnel composition,and the ability to coordinate municipal conditions.I hope this article can provide reference for some practical engineering or related research.
