With the worldwide energy shortage,clean and renewable hydropower resources have become the focus of countries and enterprises.Especially,under the goal of reaching the carbon peak and carbon neutrality,more and more energy enterprises have focused on the construction of hydropower stations.However,hydropower station construction projects are characterized by high investment amount,long construction period and complex construction contents.Meanwhile,domestic construction units lack relevant experience in hydropower station construction and quality management,which can easily lead to construction quality problems,affecting normal power supply functions and even causing production safety accidents.The construction of Yantai Haiyang Hydropower Station can not only provide power resources for the surrounding areas,but also effectively promote the regional economic growth,so it is of great significance for the project quality management scheme design.This paper takes the construction project of Yantai Haiyang Hydropower Station as the research object and conducts research on its construction quality management.Through scientific quality management methods,various factors that affect the quality level of this project are identified and analyzed,and put forward targeted quality management measures,so as to improve the quality management level and complete the project with quality and quantity.First of all,this paper analyzes the general situation of Yantai Haiyang Hydropower Station construction project and identifies the quality management elements.29 elements that may affect the quality management of this project are identified through literature analysis.Then,9 elements that are not strongly related to this project are deleted by Delphi method,and a total of 20 elements are obtained in 5 categories of personnel,equipment,materials,methods and environment.Secondly,the fuzzy hierarchical evaluation method is used to calculate the weight of each index and clarify the impact of different elements on project construction quality.The conclusion is drawn that 8elements such as construction material site management are at good level,10 elements such as personnel quality awareness are at general level,and 2 elements such as technical disclosure are at poor level.Based on this conclusion,the project construction quality management scheme is designed.Finally,in order to ensure the smooth implementation of the project construction quality management plan,seven safeguard measures are proposed respectively from three aspects of organization,system and technology,including strengthening personnel quality training,establishing quality supervision system and establishing quality monitoring dynamic system.In this study of quality management,the author adopts fuzzy analytic hierarchy process(AHP)to provide theoretical basis and practical guidance for the quality management by combining qualitative and quantitative methods,hoping to promote the construction and development of similar large-scale hydropower station projects.
