A Study On The Policy Effect Evaluation Of Container Multimodal Transport In Lianyungang

In recent years,China’s container multimodal transport has developed rapidly,which plays an important role in improving logistics efficiency and reducing operating costs.Lianyungang,which has the advantages of location and policy,has been made great efforts to develop container multimodal transport and achieved remarkable results.Meanwhile,the effect of policy implementation also reflects many shortcomings.To effectively evaluate the policy implementation effect of multimodal container transportation in Lianyungang,this paper collected and organized the general policy,basic policy and specific policy of container multimodal transport in Lianyungang,and preliminarily screened out several indicators for the evaluation.By adopting 5 criteria from the William Dunn Public Policy Evaluation Criteria,and combined with the multimodal transport policy text,a set of policy effect evaluation system covering 5first level indicators and 22 second level indicators was designed.Experts were invited to set weights for indicators at all levels,and the final weights are derived based on the hierarchical analysis method(AHP).Then,by using the questionnaire data,a fuzzy comprehensive judgment matrix was established to calculate the score of the implementation effect of container multimodal transport policy in Lianyungang.By combining the final score and the interview results,this paper analyzed the reasons for the score and made some recommendations.Through the research,it was found that the evaluation effect of Lianyungang container multimodal transport policy is overall at the "good" level.This paper analyzed the evaluation results corresponding to each of the five first-level indicators and deeply analyzed the causes.Among them,the index of "Effectiveness" is at the level of "Good",with high scores in time cost compression,construction of consolidation and distribution system,improvement of transportation structure and so on,but low scores in local economic development and improvement of comprehensive competitiveness of ports;" Efficiency" is at the "good" level,but the level of information technology application,port cooperation and governance indicators have low scores,which reveals that there are shortcomings in related aspects;"Adequacy" has the lowest score,at Between "bad" and "average",revealing the problem of few line resources and low level of supporting services;The evaluation of "Equity" and "Responsiveness are at the level of "good",with good feedback on fair law enforcement,information disclosure and policy effect recognition.Based on the analysis of the strengths and weaknesses revealed by the scores of each index and the analysis of the reasons,this paper put forward relevant improvement suggestions on how to consolidate and expand the original advantages,accelerate the remediation of existing shortcomings and enhance the effect of Lianyungang’s multimodal container transport policy.
