Research On The Government’s Promotion Of The Competitiveness Of The New Energy Automobile Industry In The Yangtze River Delta

In recent years,under the background of carbon peaking and carbon neutrality,many countries have adopted a series of measures to support the development of the new-energy vehicle industry,including formulating national strategies,raising energy-saving emission standards,implementing major research and development projects,and issuing supportive policies.China is the world’s first new energy automobile production country,the Yangtze River Delta is one of six automobile industry gathering place,strong industry foundation,relatively dense technology,capital,related industries,and has a complete industry supporting system in the automobile industry chain.In 2020,the CPC Central Committee and The State Council issued the Outline of the Plan for the Integrated Development of the Yangtze River Delta,proposing to strengthen industrial division of labor and cooperation and guide the rational distribution of industries.However,the inter-governmental industrial development coordination mechanism in Yangtze River Delta has not been established effectively.With the increasingly fierce competition among major automobile industry gathering places,the development of the new energy automobile industry in the Yangtze River Delta faces great threats.Due to the lack of effective coordination between governments,the further improvement of the competitiveness of the new energy automobile industry in the Yangtze River Delta is limited.In this paper,through a large number of literature research,visit research and household interviews with relevant government departments,enterprises,business associations,research institutes,etc.,to understand the demands of enterprises,find out existing problems,and listen to the opinions and suggestions of various subjects.On this basis,the Potter’s Diamond model of the new energy automobile industry in the Yangtze River Delta is established by applying the theories of regional economic integration and industrial agglomeration,and the competitiveness of the new energy automobile in the Yangtze River Delta is comprehensively analyzed from six aspects:production factors,demand,related industries,strategic planning,government and opportunities.This paper argues that the competitiveness of the new energy automobile industry in the Yangtze River Delta is leading in China,but it still needs the government to establish a collaborative promotion mechanism to solve the problems such as insufficient supply of automobile chips,uneven development of subdivided fields,rising prices of raw materials,shortcomings of core technologies,limitations of production capacity management,imperfect charging and replacing infrastructure,and shortcomings of industries in Shanghai,Jiangsu,Zhejiang and Anhui.In order to make up for the shortage of market mechanism,promote the Yangtze River Delta new energy automobile industry competitiveness.This paper believes that the governments of the Yangtze River Delta should carry out cooperation in such aspects as constructing the collaborative development mechanism of the new energy automobile industry in the Yangtze River Delta,constructing the technical capital and talent system of the new energy automobile in the Yangtze River Delta,building the collaborative platform of the new energy automobile industry chain in the Yangtze River Delta,and building the charging and replacing infrastructure of the new energy automobile in the Yangtze River Delta,so as to guide the rational layout of the industry.Effectively enhance the competitiveness of the new energy automobile industry in the Yangtze River Delta,and jointly foster a world-class new energy automobile industry cluster.In terms of the collaborative development mechanism,it is necessary to speed up the joint formulation of the development plan of the new energy automobile industry and establish the interworking mechanism of the trans-regional new energy automobile industry clusters.In terms of technology,capital and talent system,it is necessary to accelerate the construction of a scientific and technological innovation community in the Yangtze River Delta,promote the construction of a unified financial service platform in the Yangtze River Delta,and promote talent cooperation and international exchanges.In terms of industrial chain collaboration platform,explore the establishment of the Yangtze River Delta new energy vehicle parts industrial Internet platform,accelerate the digital transformation of the supply chain of new energy vehicles,and improve the upstream and downstream cooperation level of the Yangtze River Delta industrial chain;In terms of electric charging and replacement infrastructure,accelerate the construction of smart roads and smart infrastructure,carry out application cooperation in automobile,traffic management,transportation and urban management,and build a smart infrastructure system to support the development of intelligent connected automobile industry.
