Economic development and rural revitalization both require education as the first priority,and talent cultivation is the most important issue in today’s era.The improvement of school quality is of great significance for consolidating talents and building a civilized society.With the adjustment of the family planning policy and the emergence of the phenomenon of migrant children moving to school,the number of primary and secondary school students is increasing,and the requirements for education quality are also increasing.Therefore,schools require expanding the scale of education,building new campuses and teaching buildings to meet the demand for education in the new era.At the same time,the control of project construction costs is also particularly important.The purpose of bidding and contracting projects for enterprises is not only to ensure quality,but also to use various technical control methods to reduce costs and obtain high returns.Therefore,the paper takes the HSD new campus project as an example,starting from the perspective of general contracting management during the construction process,drawing on relevant foreign materials,conducts a deep analysis of the engineering cost issue,and proposes corresponding countermeasures and guarantees on this basis.The "dynamic cost" system is used in the cost control of the HSD new campus project,which monitors the cost on a monthly,node or important node basis,and makes timely corrections and adjustments to the differences between the cost and the estimated cost.In addition,control the costs of labor,materials,machinery,etc.,control the cost of measures,and control the quality and safety of the construction site.The final step is to summarize and analyze all the cost data of the HSD new campus project,identify the reasons and reasons for the deviation between the cost and the overall cost,and provide a basis for future project cost control.The article discusses the guarantee methods of the HSD new campus project from two aspects: the management system and organizational functions,in order to ensure that the project can achieve the expected cost indicators on the basis of budget preparation.1.The rate of return was calculated,multiple time nodes were selected,and the earned value method was used to analyze the project cost of the HSD new campus project.The three main analysis parameters of the earned value method were determined to calculate the specific deviation between cost and schedule.Then,a detailed analysis was conducted on the reasons for the deviation,and value engineering methods were used to determine the focus and main direction of cost control for the HSD new campus project.2.Through the analysis and discussion of the engineering cost issue in the HSD new campus,the aim is to solve the engineering cost problem in the future and promote the smooth progress of the engineering cost problem.In the end,although there have been many theoretical discussions on the control of engineering costs in China,in reality,many construction companies still rely on the later cost calculation methods in project cost management,making it difficult to effectively control and manage project costs.So,in order to remain invincible in the fierce competition,construction units need to change their thinking and seek a new cost control method and model for construction units.The research on cost management and control of HSD new campus projects can serve as an important reference for supplementing school construction projects,and has certain reference significance and reasonable practical significance.
