In recent years,with the rapid development of the national economy and the expansion of the scale of engineering construction,the construction industry has developed rapidly,and the demand for high-level talents has increased.The project manager is the leader,manager,coordinator and operator of the project.The competence of the project manager plays a key role in the success or failure of the project.Improving the competence of the project manager,selecting the project manager and making good use of the project manager are the important issues that need to be solved urgently in the operation and management of construction enterprises.ZJQJ Company is a large state-owned construction enterprise.In the development of its diversified business,it faces many problems,such as the shortage of project manager talent resources,the shortage of excellent project managers,the lack of management ability of new project managers,and the lack of project manager talents available for training.These problems have a negative impact on the consolidation of its market business and the establishment of its corporate image.Under this background,this paper takes the project manager competency of ZJQJ Company as the research object,starting with the concepts of project,engineering project,project manager,competency,and so on,and applies Parsenstein’s qualitative factor theory,the principle of competence-post matching and the competency model theory to carry out the competency research.Summarize the summary of ZJQJ Company,the organization,the organization and the job responsibilities of the Project Department,and analyze the project manager’s overview,job responsibilities and job competence.On this basis,expert interviews and surveys are used to obtain,refine and summarize the competency elements of the project manager.Finally,the similar competency elements are divided into three dimensions and 10 competency elements are summarized.The three dimensions are leadership,general quality and professional competence.The 10 competency elements are team management,communication and coordination,strain,attitude,responsibility,influence,good at using people,innovation,learning,experience and professional technology.According to the competency model constructed,the specific application of the model in the four links of talent recruitment,performance appraisal,talent training and salary management is investigated.
