The national and provincial highways are an important supporting framework of the road network of China.It carries main road transportation and collects and distributes traffic.It is an important foundation to guarantee the economic and social development and the work and life of the people.At present,the traffic safety situation of national and provincial highways in China is grim.National and provincial highways have the characteristics of serious traffic accident losses and great traffic impact,which requires that the rescue must be timely and efficient.However,due to the impact of traffic flow fluctuations,emergencies and other factors,the travel time of emergency rescue is uncertain,and it is difficult to obtain the accurate travel time from the emergency rescue point to the accident location.At the same time,the current road network emergency resource scheduling method has the problem of insufficient consideration of reliability,which is difficult to reflect the path reliability of emergency resource scheduling.To solve these problems,this thesis proposes an emergency resource scheduling model of national and provincial highways based on reliability.The main research contents of this thesis include the following aspects:Firstly,it summarizes the current research status of emergency management,emergency resource scheduling methods,and reliability research methods,both domestic and international.By analyzing the characteristics and applicable scenarios of existing research methods,it is found that there are many research methods for emergency resource scheduling of highway network,considering too many factors such as efficiency,fairness,and cost of emergency resource scheduling,while the consideration of reliability is insufficient,resulting the difficulty in reflecting the reliability level of emergency resource scheduling path.Therefore,this thesis introduces the travel time reliability to measure the uncertainty of the travel time of the emergency resource scheduling path,improving further the emergency resource scheduling model and making the emergency resource scheduling decision more scientific and effective.Secondly,the emergency resource scheduling model is proposed and solved for the national and provincial highways based on reliability.Starting from the framework of emergency resource scheduling model of national and provincial highways based on reliability,this thesis analyzes the travel time reliability of emergency resource scheduling,and proposes an emergency resource scheduling model for single emergency point,multiple rescue points,and multi type resource requirements.In the solution method to the model,according to the road network traffic flow state at the time of the event,the adaptive Kalman filter algorithm is used to predict the probability distribution parameters of travel time of each road section.The shortest expected travel time path from each rescue point to the event point is searched by the shortest path algorithm,and the travel time reliability of the path is calculated.Under the constraints of emergency resource storage and path travel time,the emergency resource allocation scheme is solved using genetic algorithm.Finally,taking the national and provincial highways in Xuzhou as an example,the model is implemented and validated.The actual road network and road section information,emergency base and emergency resource information,traffic flow data,and emergency event information are used as the input to the model to complete the prediction of road section travel time distribution parameters,the selection of emergency resource scheduling path,and the solution of emergency resource allocation scheme,respectively.Emergency resource scheduling path selection and emergency resource allocation scheme is provided in the end under a certain travel time reliability level for highway emergency response.In summary,in view of the insufficient consideration of the reliability of the current emergency resource scheduling methods,this thesis proposes an emergency resource scheduling model of national and provincial highways based on reliability.The proposed model is suitable for the emergency resource scheduling scenarios of single emergency point,multiple rescue points,and multiple resource types.The model solution results provide scientific decision-making basis for highway emergency management departments and are valuable for the research on the reliability of emergency response under emergencies.
