Research On The Joint Safeguard Measures Of Beijing And Hebei Government For Daxing Airport

China’s economy is in a stage of rapid development,and its comprehensive national strength is constantly improving.Civil aviation plays an extremely important role in the process of high-quality economic development.Especially in the past decade,civil airports have entered a stage of rapid development,with the number increasing and the scale of airport construction expanding.For regional governments,airport construction is a powerful measure to stimulate economic growth and promote the development of surrounding regions.With the construction of the airport,the government’s security policy for its construction and operation is also constantly updated and improved.However,the political and economic conditions of each region are different,and each airport faces different difficulties.Therefore,there are some problems in the security policy that need to be solved urgently.These problems limit the development of the airport,simultaneously limit the development of the regional economy,and thus restrict the development of the civil aviation industry and even the social economy.Beijing Daxing International Airport is this research object.First of all,through the research on the support policies for cross-region from the Beijing and Hebei government had a great influence on finish construct on time and successful operation,this paper introduces the history of the support policies include organization and coordination mechanism,finish construction support mechanism,operation support mechanism;and policies prevent situation for build airport economic zone,epidemic prevention and set terminals in urban.Otherwise,from the airport successful opening,great operation,provide cross-region government approval experiences and strengthen Beijing and Hebei communicate frequently and closely.Secondly,from the aspect of airport practical operation analysis the problems of policies and deeply find the reasons behind.The problem include regional government departmentalism,government integration insufficiency and the government does not pay enough attention to the public welfare.Finally,study other cross-region government support policies and bulid mechanism that meets the need of Daxing Airport,like improve evaluation mechanism,establish interaction and coordination method among regions,and establish the central-led coordination mechanism.Improve the relevant laws and regulations,raise manager’s legal consciousness to ensure the effective implementation of the policy.There are three suggestions to improve the government’s support policy:establishing a talent development mechanism,ensuring the airport’s land resources through long-term planning,and providing sustainable development funds for the airport.
