| Feasibility study is the key basis for pre-project decision making,and the quality of completion directly determines whether the project is established,and the subsequent implementation effect is good or bad.As an important infrastructure for power system operation and control,the automated power dispatching system is the core of the safe,stable,and economic operation of the power grid,and it has become an indispensable and important technical support for power grid operation and management.At present,the feasibility study for automated power dispatching system construction project has not built a project feasibility evaluation index system,or the feasibility evaluation method is not scientific enough,especially the research related to the prefecture-level automated power dispatching system construction project in northwest China is still blank.Therefore,it is necessary to establish the feasibility evaluation index system of the northwest prefecture-level automated power dispatching system construction project and select a scientific and reasonable evaluation model to improve the feasibility of the project.In this paper,based on the research of available literatures,the problems in evaluating the feasibility of the current prefecture-level automated power dispatching system construction project in northwest China are systematically analyzed,and a more complete evaluation index system and evaluation model are established by analyzing and researching through Delphi method,entropy power method and fuzzy hierarchy comprehensive evaluation method.(1)Based on the actual situation of the prefecture-level automated power dispatching system construction project in northwest China,the feasibility evaluation of such projects analyzes the theoretical analysis.First,analyzed the characteristics of automated power dispatching system construction project and then combined with the characteristics of the northwest China,the characteristics of prefecture-level automated power dispatching system construction project in northwest China were further analyzed.Second,in accordance with the relevant norms of the industry and superior units,the feasibility evaluation index system framework of the automated power dispatching system construction project is initially sorted out,and theoretical analysis is carried out from the four aspects of maturity,advancement,practicality,and economic rationality.(2)A preliminary construction of the feasibility evaluation index system in the prefecture-level automated power dispatching system construction project in northwest China and optimized the index system.First,defined principles of the construction of the index system.Second,defined the rules for the construction of the index system.Third,formulated the technical roadmap for the feasibility evaluation of the prefecture-level automated power dispatching system construction project.In addition,according to the technical roadmap,the index system framework was preliminarily set up by hierarchical analysis.Finally,optimized index system.(3)Establishing the feasibility evaluation model of prefecture-level automated power dispatching system construction project in northwest China.First,determined the method of comprehensive weights of indicators at all levels,and using the Delphi method and hierarchical analysis method to determine the subjective weight of the indicator;using the entropy weight method to determine the objective weight of the indicator;and finally obtained the comprehensive weight of the indicator.After that,using fuzzy mathematics methods to establish a multi-level fuzzy comprehensive evaluation model.(4)The indicator system and the evaluation model are verified by taking the power scheduling automation construction project of C city in the northwest China as an example.The evaluation of the feasibility of automated power dispatching system construction project is a complex system project,involving a series of complicated tasks such as the selection of evaluation indexes,the division of index levels,and the construction of index systems,which requires consideration of many factors such as information technology,network technology,computer technology,resource endowment of the construction area,power grid characteristics,company operation level,and investment capacity,etc.The evaluation system established in this paper will provide a good basis for the feasibility studies of similar projects in the future.The evaluation system established in this paper will provide a theoretical basis for future feasibility study of similar projects. |
