Under the background of data intellectualization,data,information and knowledge in the field of flood control and emergency response have been rapidly accumulated,and informatization construction in the field has tended to be perfected.As an important resource,the organization and application of flood control and emergency knowledge has become the focus of research.At present,there are problems of knowledge management in the field of flood control and emergency response,that is,diversified and heterogeneous knowledge,scattered knowledge organization form,which leads to delayed information transmission and low efficiency of knowledge utilization.In order to effectively manage and apply the knowledge of flood control and emergency,and realize the transformation from informatization to intelligence,this paper carres out research from the perspective of knowledge modeling and knowledge application,and the specific research contents include:Aiming at the problem that knowledge modeling of flood control and emergency is few and systematic,the construction of knowledge graph of flood control and emergency is studied to form a unified domain knowledge description system and lay a foundation for knowledge application.Based on ontology,the domain knowledge requirements were analyzed,and the static knowledge ontology of flood control and emergency response with complete knowledge structure and the dynamic event ontology based on "scenario-response" mechanism were constructed.Based on knowledge extraction theory,different knowledge sources and characteristics are analyzed,and the construction method of domain data layer is studied.Finally,a relatively complete ontological pattern layer of knowledge graph for flood control and emergency was established,and the knowledge graph for dyke rescue in the field of flood control and emergency was constructed to support subsequent knowledge recommendation and application research.Aiming at the low knowledge utilization rate in the field of flood control and emergency response,the case recommendation and scheme generation method of flood control and emergency response based on knowledge graph was studied to realize knowledge recommendation and decision aid.Based on knowledge reasoning theory,the similarity calculation model based on knowledge graph was designed,and the similarity model of emergency event,scene similarity model,disaster bearing body similarity model and event cause similarity model were established respectively.In addition,the case similarity was calculated comprehensively and the similarity threshold was set to obtain similar historical cases.Based on the recommendation of historical cases,the feasible response plan set is deduced according to the similar historical case set.Based on SWRL rules,the static knowledge graph is combined to recommend experts,organizations and resources in the field to realize automatic generation of emergency plans and assist emergency decision-making.The feasibility and effectiveness of the method are verified by an example,which can realize the application of flood control and emergency knowledge.Finally,the knowledge service mode is discussed,and the knowledge integration system of flood control and emergency is designed.Based on the knowledge graph of flood control and emergency,through analyzing the application requirements of flood control and emergency knowledge,the function and architecture of integrated system of flood control and emergency knowledge are designed to provide reference for the service and application of flood control and emergency knowledge.
