Research On The Logistics Synergy And Guarantee Mechanism In Beijing-Tianjin-Hebei

As an important industry supporting economic development in the industrial layout,the logistics industry is of great significance to ensure the smooth and safe road freight transport,promote industrial restructuring and resource allocation optimization.Since the“ Outline of the Coordinated Development Planning for the Beijing-TianjinHebei” was proposed,Beijing-Tianjin-Hebei has achieved remarkable results in regional transportation integration,industrial transformation and upgrading.However,there are still some problems in regional logistics collaboration,such as unbalanced development,lack of standardized management,poor logistics information and inadequate coordinated development mechanism.Therefore,it is of great significance to evaluate the logistics synergy degree of Beijing-Tianjin-Hebei,explore the main factors affecting the logistics synergy,and put forward the guarantee mechanism of logistics collaboration in Beijing-Tianjin-Hebei,in order to improve the level of logistics synergy development of Beijing-Tianjin-Hebei.The main research contents are as follows:Measurement of the level of logistics synergy in Beijing,Tianjin and Hebei.The index system is constructed from the four dimensions of economic benefit,infrastructure,industrial scale and technological innovation,on this basis,it analyzes the order degree of each subsystem of 13 cities in Beijing-Tianjin-Hebei and the difference of synergy degree of Beijing-Tianjin-Hebei composite system.The results show that,from the perspective of each subsystem,the order degree of economic benefit,industrial scale and technological innovation subsystem is obviously affected by the epidemic,while the order degree of infrastructure subsystem is relatively stable.From the perspective of the synergy degree of the composite system,the synergy degree of the Beijing-Tianjin-Hebei logistics composite system shows an overall upward trend,most cities are in moderate synergy and gradually evolve to good synergy,but there is still a certain distance from high-quality synergy.Analysis of the main factors affecting the Beijing-Tianjin-Hebei logistics synergy.The obstacle degree model is used to measure the obstacle factors of each city and the whole region,and to explore the degree of influence of each index on the logistics synergy of Beijing-Tianjin-Hebei.The results show that logistics business income,logistics warehousing land,road traffic facilities land,total postal business,logistics science and technology expenditure are the main obstacle factors affecting logistics synergy,and the obstacle degree changes obviously with time.Put forward the guarantee mechanism of logistics collaboration in Beijing-TianjinHebei.Based on the analysis of the general idea of guarantee mechanism of logistics collaboration in Beijing-Tianjin-Hebei,this thesis proposes a guarantee mechanism of logistics collaboration in Beijing-Tianjin-Hebei composed of four aspects: benefit coordination mechanism,information sharing mechanism,resource guarantee mechanism and legal guarantee mechanism.In summary,this thesis constructs the evaluation index system of Beijing-TianjinHebei logistics synergy,uses the composite system synergy model to measure and analyze the logistics synergy degree of Beijing-Tianjin-Hebei.On this basis,the obstacle degree model is used to analyze the main obstacles affecting the improvement of logistics synergy degree of Beijing-Tianjin-Hebei.Finally,according to the calculation results,put forward the guarantee mechanism of logistics collaboration in Beijing-Tianjin-Hebei.
