Research On The Emergency Material Procurement Strategy Of Government And Enterprise Considering Rotation And Bidirectional Option

The reserve of emergency supplies plays a very important role in the response process after the occurrence of an emergency,so it is very necessary and important to prepare the reserve of emergency supplies before the occurrence of an emergency.One of the major pain points in the process of emergency supplies reserve is the uncertainty of the time and quantity of emergency supplies,which causes the risk of out of stock and waste of emergency supplies.To solve this problem,the academia has carried out a wealth of research,and the government has also made a new attempt in the practice of emergency material procurement.Based on the current research status and the actual demand of the country,in order to balance the risk of out-of-stock and overdue waste in the process of government procurement of emergency supplies,two modes of government and enterprise emergency supplies procurement are proposed and analyzed.This thesis studies the emergency supplies procurement supply chain composed of one government and one supplier,and constructs a new model based on the call option procurement mode of government and enterprise emergency supplies.First of all,according to the Weifang City Public Health Emergency Medical Reserve Material Dynamic Circulation Implementation Rules proposed by the government department in the practice of emergency material reserve,the rotation renewal measures are introduced into the government call option reserve model to analyze the government’s procurement strategy under this model.The advantages and disadvantages of the call option procurement mode of government and enterprise under the rotation renewal are studied by comparative analysis with the wholesale price procurement mode,the wholesale price procurement mode under rotation renewal and the call option procurement mode of emergency supplies.Secondly,based on the current academic research on the option procurement mode of emergency supplies focused on the status of the call option,the bidirectional option is introduced into the government-enterprise procurement mode.Then this thesis constructs the government’s objective function under the new model,analyzes the government’s procurement strategy and the conditions of supply chain coordination,compares it with the call option procurement mode of government and enterprise emergency supplies,and analyzes the advantages and disadvantages of the bidirectional option procurement model.Finally,the two models are compared in terms of government reserves and supplier profits to find the applicable conditions of the models.The research results show that:(1)When the government wholesale price procurement model and the call option reserve model are both established under the rotation,compared with the government wholesale price procurement model during the rotation update,the government self-saving in the government-enterprise emergency material option reserve model under the rotation update materials have Decreased,but total reserves have increased.That is to say,it can not only increase the government’s total reserves but also reduce the government’s self-reserves,thereby reducing the pressure on the government’s reserves and enhancing the ability to guarantee emergency supplies.(2)Under certain pricing conditions,the total government procurement under the bidirectional option is greater than the procurement under the wholesale price contract,and through price negotiations,supply chain coordination can be achieved under the bidirectional option model.(3)Through the comparative analysis of the two new modes proposed,we find the condition that the total reserves and the amount of self-stored goods of the government are both greater or less than the emergency reserves of the government and the enterprise under the bidirectional option contract.
